A new image of civil defense has been formed and the range of its tasks has been significantly expanded. Fundamentally new approaches to the organization and conduct of civil defense have been introduced at the federal level, in the constituent entities of the Russian Federation and municipalities. Based on the introduction of modern technical means and unification of structural elements, the National Crisis Management Center of the Unified State System for the Prevention and Elimination of Emergency Situations (RSChS) and Civil Defense was created. The centralized civil defense warning system was reconstructed at the federal and interregional levels. Operating modes of the Russian emergency system

RSChS has 3 operating modes depending on the current situation:

a mode of constant activity exists in the absence of an emergency situation, when all control bodies and forces of the RSChS work in a normal rhythm;

high alert mode, introduced when there is a threat of an emergency;

emergency mode is introduced when an emergency occurs and is eliminated.

The decision to introduce operating modes for management bodies, forces and means of the RSChS is made by a decision of the authorities at the federal, regional, territorial or local level.

Depending on the scale of spread and severity of consequences, emergencies are classified into:

Local (on-site), in which the damaging factors and impact of the emergency source do not extend beyond the boundaries of the production site or facility and can be eliminated using one’s own forces and means;

Local, in which the damaging factors and impact of the emergency source do not extend beyond the boundaries of the populated area, city (district);

Territorial, in which the damaging factors and impact of the emergency source do not extend beyond the boundaries of the subject (republic, territory, region, autonomous entity);

Regional, in which the damaging factors and impact of the emergency source cover the territory of two or three constituent entities of the Russian Federation;

Emergency response forces and means

The most important component of the unified state system of warning and liquidation of emergency situations is its forces and means. They are divided into forces and means of observation and control and emergency response means.

Organizational structure and tasks of territorial commissions for emergency situations

Territorial subsystems of the RSChS are created within the territories of the constituent entities of the Russian Federation and consist of units corresponding to the administrative-territorial division. Each territorial subsystem is designed to prevent and eliminate emergency situations in the territory under its jurisdiction. It includes:

The governing body is the republican, regional (regional), municipal commission for emergency situations (CoES);

A permanent governing body specifically authorized to solve problems in the field of protecting the population and territory from emergency situations;

The territory's own forces and means, as well as the forces and means of functional subsystems.

The first deputy head of the administration of the executive body is appointed as the chairman of the territorial commission. The operational management body in the commissions is the corresponding civil defense headquarters (regional civil defense headquarters, city and district civil defense headquarters). About visual detection of a negative impact on nature (unusual color or smell in rivers, lakes; death of fish or plants; deviations from the norm of spawning or migration of fish; death of animals, including wild ones).

At the same time, there are certain criteria for assessing environmental pollution, classified as an emergency. Extremely high pollution of the natural environment means the following.

1. For atmospheric air:

  • the content of one or more pollutants exceeding the maximum permissible concentration:
  • 20-29 times for more than 2 days;
  • 30-49 times when maintaining this level for 8 hours or more;
  • 50 or more times (excluding time);
  • visual and organoleptic signs:
  • the appearance of a persistent odor that is not characteristic of the area (season);
  • detection of the influence of air on human sensory organs - pain in the eyes, lacrimation, taste in the mouth, difficulty breathing, redness or other changes in the skin, vomiting, etc.
  • (several dozen people at the same time);

2. For surface waters of land, sea waters:

  • a one-time excess of the maximum permissible concentration for pollutants of hazard class 1 - 2 by 5 or more times, for substances of hazard class 3 - 4 by 50 or more times;
  • a film on the surface of the water (petroleum, oil or other origin), covering more than 1/3 of the surface of the reservoir with its visible area up to 6 km 2;
  • strong unusual odor from reservoir water;
  • entry of toxic (poisonous) substances into the reservoir;
  • reducing the oxygen content dissolved in water to 2 or less ml/l;
  • increase in biochemical oxygen consumption (BOD) over 40 mg/l;
  • mass death of fish, crayfish, algae, etc.;

3. For soils and lands:

  • content of pesticides in concentrations of 50 or more MAC according to sanitary and toxicological criteria;
  • the content of pollutants of technological origin in concentrations of 50 or more MAC;
  • if the maximum permissible concentration of the pollutant has not been established, then the excess of the background is more than 100 times;
  • presence of unauthorized toxic waste dumps;

4. For radioactive contamination of the environment:

  • the exposure dose rate of gamma radiation on the ground, measured at a height of 1 m. From the surface of the earth, was 60 or more microR/h;
  • the total beta activity of the fallout, according to the results of the first measurements, exceeded 110 Bq/m2;
  • the concentration of radionuclides in samples of agricultural products exceeded the accepted single permissible levels (SAL).

I. General provisions

1. Rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as rescue military formations) are intended to protect the population and territories, material and cultural values ​​from dangers arising during the conduct of military operations or as a result of these actions , as well as in the event of emergencies of a natural and man-made nature, including outside the territory of the Russian Federation.

2. Rescue military units are an integral part of the civil defense forces.

3. Rescue military formations in accordance with Federal Law dated January 1, 2001 N 61-FZ “On Defense” may be involved in performing certain tasks in the field of defense.

4. Rescue military formations in their activities are guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, orders and directives of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, regulatory legal acts of the Ministry of the Russian Federation for Civil Defense, emergency situations and liquidation of consequences of natural disasters (hereinafter referred to as the Russian Ministry of Emergency Situations), regulatory legal acts of the Minister of Defense of the Russian Federation, international treaties, as well as these Regulations.

II. Main tasks of rescue military units

5. The main tasks of rescue military formations are:

a) in peacetime:

carrying out measures to maintain the readiness of rescue military units to carry out their assigned tasks;

use, deployment and timely updating of weapons, equipment and other material and technical means intended for carrying out rescue and other urgent work;

participation in events to prevent and respond to emergency situations;

participation in the training of forces and means to prevent and eliminate emergency situations, as well as training the population in the field of civil defense;

participation in research and development work on the creation, testing and implementation of new technical means to protect the population and territories, material and cultural values ​​in emergency situations, as well as in the development of technologies for carrying out emergency rescue and other urgent work;

b) during the liquidation of emergency situations in peacetime:

participation in conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in emergency zones, as well as on routes to them;

participation in carrying out emergency rescue and other urgent work on the operational localization and liquidation of natural and man-made emergencies on the territory of the Russian Federation, as well as on the territories of foreign states with which the Russian Federation has agreements;

participation in pyrotechnic works related to the disposal of aircraft bombs and land mines, as well as in humanitarian demining;

participation in the delivery of goods transported to emergency zones, including as humanitarian aid to foreign countries;

participation in providing the affected population with food, water, basic necessities, other material resources and services, residential premises for temporary residence, as well as in providing first aid to the affected population;

participation in activities to evacuate the population, material and cultural assets from emergency zones;

participation in work to restore life support facilities for the population;

jointly with troops (forces) and means of federal executive authorities to counter terrorism;

c) in wartime:

participation in the conduct of radiation, chemical and non-specific bacteriological (biological) reconnaissance in places of emergency rescue and other emergency operations, as well as on advance routes to them;

participation in ensuring the entry of civil defense forces into the affected areas, zones of contamination (contamination) and catastrophic flooding;

participation in carrying out rescue and other urgent work in hot spots, areas of infection (pollution) and catastrophic flooding;

participation in pyrotechnic works related to the disposal of aircraft bombs and landmines;

participation in carrying out work on sanitary treatment of the population, disinfection of buildings and structures, special treatment of equipment, property and territories;

participation in measures to evacuate the population, material and cultural assets from lesions, zones of contamination (contamination) and catastrophic flooding;

participation in eliminating the consequences of the enemy’s use of weapons of mass destruction;

participation in the implementation of certain territorial defense measures and in ensuring martial law;

participation in the restoration of life support facilities for the population.

III. Use of rescue military units

6. The use of rescue military units in peacetime is carried out by the Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as the Minister), in wartime - on the basis of an order of the President of the Russian Federation.

7. Issues related to the participation of rescue military formations in the performance of individual tasks in the field of defense are resolved in accordance with the Plan for the Use of the Armed Forces of the Russian Federation, the Mobilization Plan of the Armed Forces of the Russian Federation, decrees of the President of the Russian Federation, orders and directives of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation , other regulatory legal acts of the Russian Federation, strategic planning documents on defense issues and plans for interaction with military command and control bodies.

8. The procedure for bringing rescue military formations to the highest levels of combat readiness is determined by orders and directives of the Minister.

9. Bringing rescue military formations to the highest levels of combat readiness in the event of aggression or an immediate threat of aggression against the Russian Federation, the outbreak of armed conflicts directed against the Russian Federation, is carried out by decision of the President of the Russian Federation.

10. The provision of human and transport resources to make up for the losses of rescue military units in wartime is carried out by the Ministry of Defense of the Russian Federation.

11. The procedure for performing the tasks assigned to rescue military formations is determined by these Regulations, as well as:

a) in peacetime - by the relevant action plans of rescue military units, approved by the Minister and the heads of regional centers for civil defense, emergency situations and disaster relief;

b) in wartime - by the Plan of Civil Defense and Protection of the Population of the Russian Federation, approved by the President of the Russian Federation.

12. Rescue military formations in peacetime and wartime for the period of carrying out work to prevent and eliminate emergency situations, rescue and other urgent work or other tasks of civil defense, territorial defense may be transferred to operational subordination to the leaders of the constituent entities of the Russian Federation, the military command in accordance with with plans of action (interaction) for the prevention and elimination of emergencies of a natural and man-made nature in the constituent entities of the Russian Federation, plans for civil defense and protection of the population of the Russian Federation and constituent entities of the Russian Federation, as well as plans for territorial defense.

13. The involvement of rescue military units in participation in military exercises conducted by the Ministry of Defense of the Russian Federation is carried out in agreement with the Ministry of Emergency Situations of Russia.

14. The organizational and staffing structure of rescue military units is approved by the Minister.

15. The main structural unit of rescue military formations, capable of independently performing the tasks assigned to them, is the rescue center.

16. The deployment of rescue military units in the prescribed manner is determined by the Minister in agreement with the executive authorities of the constituent entities of the Russian Federation.

IV. Organization of rescue activities

17. The leadership of rescue military formations is exercised by the President of the Russian Federation.

18. The management of rescue military units is carried out by the Minister:

a) rescue military formations of central subordination - directly;

b) rescue military units of regional subordination - through regional centers for civil defense, emergency situations and disaster relief.

19. The powers of the Minister regarding the management of rescue military units are established by the President of the Russian Federation.

20. Consideration of the most important issues of the activities of rescue military formations is carried out by the board of the Ministry of Emergency Situations of Russia and the military council of rescue military formations.

V. Recruitment and preparation of rescue

21. The recruitment of rescue military units with specialists in the field of civil defense, protection of the population and territories from emergency situations is carried out at the expense of graduates of federal state educational institutions of higher professional education of the Ministry of Emergency Situations of Russia, with specialists of other specialties - at the expense of graduates of other federal state educational institutions of higher professional education.

22. Recruitment of rescue military formations with soldiers, sergeants and foremen performing military service under a contract is carried out in the manner established for the Armed Forces of the Russian Federation in accordance with Federal Laws dated 01.01.01 N 61-FZ “On Defense” and dated 01.01 .01 N 53-FZ "On military duty and military service".

23. The recruitment of rescue military units with military personnel undergoing conscription military service is carried out in the manner established by federal laws and other regulatory legal acts of the Russian Federation.

24. The allocation of conscription resources for rescue military formations is carried out in accordance with the decree of the President of the Russian Federation on the conscription of citizens of the Russian Federation for military service.

25. In peacetime, taking into account the specifics of the tasks being solved, rescue military formations are subject to recruitment for positions that determine the combat capability of these formations by citizens of the Russian Federation who, based on the results of a medical examination, have fitness categories for military service A and B.

26. The list of military positions to be filled by soldiers, sergeants and foremen serving under contract, as well as warrant officers and female military personnel, is approved by the Minister.

27. Rescue military units are staffed with civilian personnel.

28. The number of civilian personnel is established by the President of the Russian Federation.

29. The list of positions filled by civilian personnel is approved by the Minister.

30. Labor relations of civilian personnel of rescue military units are regulated by the labor legislation of the Russian Federation and the legislation of the Russian Federation on public service.

31. Training of rescue military units is carried out in accordance with programs and plans for training personnel approved by the Minister.

32. Training of officers of rescue military formations is carried out in federal state educational institutions of higher professional education of the Ministry of Emergency Situations of Russia, as well as in other federal state educational institutions of higher professional education.

33. Training of sergeants and specialist soldiers for rescue military formations in peacetime (war) is carried out in rescue military formations and training centers of the Russian Ministry of Emergency Situations.

34. Educational work in rescue military formations, information support and organization of leisure time for military personnel and members of their families are carried out by the heads of these formations and their deputies (assistants) for educational work.

VI. Ensuring rescue activities

35. Financial support for rescue military units is carried out at the expense of budgetary allocations provided for in the federal budget for the corresponding year.

36. State investments in capital construction and reconstruction of buildings and structures, including residential buildings for military personnel of rescue military units, are provided for by the Government of the Russian Federation in the state defense order.

37. Special, logistical and technical support for rescue military units is carried out in the manner and according to the standards established by the Russian Ministry of Emergency Situations.

38. The purchase and supply of weapons, military and special equipment, ammunition, special instruments, means and property to support the activities of rescue military units is carried out by the Ministry of Emergency Situations of Russia in accordance with federal laws of 01.01.01 N 61-FZ “On Defense”, dated 01.01.01 N 213-FZ "On State Defense Order", dated 01.01.01 N 94-FZ "On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs" and regulatory legal acts, adopted in accordance with the specified federal laws.

39. Maintenance, current and overhaul of weapons, military and special equipment, special instruments, means and property of rescue military units is carried out at the expense of budgetary allocations provided for in the federal budget of the Ministry of Emergency Situations of Russia for these purposes.

40. The organization and implementation of military transportation of rescue military units is carried out in the manner established for the Armed Forces of the Russian Federation, at the expense of budgetary allocations provided for in the federal budget of the Russian Ministry of Emergency Situations.

41. Providing rescue military units in wartime is carried out in the manner and under the conditions determined by the Government of the Russian Federation.

42. Military personnel of rescue military formations are subject to all rights, benefits, guarantees and compensation established for military personnel of the Armed Forces of the Russian Federation.

9. In the Decree of the President of the Russian Federation of June 1, 2005 N 627 “On approval of the Regulations on the operational-territorial unification of internal troops of the Ministry of Internal Affairs of the Russian Federation” (Collected Legislation of the Russian Federation, 2005, N 23, Art. 2243; 2008, N 17, Art. 1817; 2009, No. 23, Art. 2798) and in the Regulations on the operational-territorial unification of internal troops of the Ministry of Internal Affairs of the Russian Federation, approved by this Decree:

a) delete the words “by other troops” from the preamble of the Decree;

b) in the Regulations:

from paragraph 3 the words “by other troops,” should be deleted;

REGULATIONS ON RESCUE MILITARY FORMATIONS OF THE MINISTRY OF THE RUSSIAN FEDERATION FOR CIVIL DEFENSE, EMERGENCY SITUATIONS AND ELIMINATION OF THE CONSEQUENCES OF NATURAL DISASTERS

I. General provisions

1. Rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as rescue military formations) are intended to protect the population and territories, material and cultural values ​​from dangers arising during the conduct of military operations or as a result of these actions , as well as in the event of emergencies of a natural and man-made nature, including outside the territory of the Russian Federation.

2. Rescue military units are an integral part of the civil defense forces.

3. Military rescue units, in accordance with Federal Law No. 61-FZ of May 31, 1996 “On Defense,” may be involved in performing certain tasks in the field of defense.

4. Rescue military formations in their activities are guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, orders and directives of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, regulatory legal acts of the Ministry of the Russian Federation for Civil Defense, emergency situations and liquidation of consequences of natural disasters (hereinafter referred to as the Russian Ministry of Emergency Situations), regulatory legal acts of the Minister of Defense of the Russian Federation, international treaties, as well as these Regulations.

II. Main tasks of rescue military units

5. The main tasks of rescue military formations are:

a) in peacetime:

carrying out measures to maintain the readiness of rescue military units to carry out their assigned tasks;

use, deployment and timely updating of weapons, equipment and other material and technical means intended for carrying out rescue and other urgent work;

participation in events to prevent and respond to emergency situations;

Participation in the preparation of forces and means for the prevention and liquidation of emergency situations, as well as training of the population in the field of civil defense;

participation in research and development work on the creation, testing and implementation of new technical means to protect the population and territories, material and cultural values ​​in emergency situations, as well as in the development of technologies for carrying out emergency rescue and other urgent work;

B) during the liquidation of emergency situations in peacetime:

Participation in conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in emergency zones, as well as on routes to them;

participation in carrying out emergency rescue and other urgent work on the operational localization and liquidation of natural and man-made emergencies on the territory of the Russian Federation, as well as on the territories of foreign states with which the Russian Federation has agreements;

Participation in pyrotechnic works related to the disposal of aircraft bombs and land mines, as well as in humanitarian demining;

participation in the delivery of goods transported to emergency zones, including as humanitarian aid to foreign countries;

participation in providing the affected population with food, water, basic necessities, other material resources and services, residential premises for temporary residence, as well as in providing first aid to the affected population;

Participation in activities to evacuate the population, material and cultural assets from emergency zones;

participation in work to restore life support facilities for the population;

jointly with troops (forces) and means of federal executive authorities to counter terrorism;

c) in wartime:

participation in the conduct of radiation, chemical and non-specific bacteriological (biological) reconnaissance in places of emergency rescue and other emergency operations, as well as on advance routes to them;

Participation in ensuring the deployment of civil defense forces to hot spots, areas of contamination (contamination) and catastrophic flooding;

participation in carrying out rescue and other urgent work in hot spots, areas of infection (pollution) and catastrophic flooding;

participation in pyrotechnic works related to the disposal of aircraft bombs and landmines;

participation in carrying out work on sanitary treatment of the population, disinfection of buildings and structures, special treatment of equipment, property and territories;

Participation in measures to evacuate the population, material and cultural assets from lesions, zones of contamination (contamination) and catastrophic flooding;

participation in eliminating the consequences of the enemy’s use of weapons of mass destruction;

participation in the implementation of certain territorial defense measures and in ensuring martial law;

participation in the restoration of life support facilities for the population.

III. Use of rescue military units

6. The use of rescue military units in peacetime is carried out by the Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as the Minister), in wartime - on the basis of an order of the President of the Russian Federation.

7. Issues related to the participation of rescue military formations in the performance of individual tasks in the field of defense are resolved in accordance with the Plan for the Use of the Armed Forces of the Russian Federation, the Mobilization Plan of the Armed Forces of the Russian Federation, decrees of the President of the Russian Federation, orders and directives of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation , other regulatory legal acts of the Russian Federation, strategic planning documents on defense issues and plans for interaction with military command and control bodies.

8. The procedure for bringing rescue military formations to the highest levels of combat readiness is determined by orders and directives of the Minister.

9. Bringing rescue military formations to the highest levels of combat readiness in the event of aggression or an immediate threat of aggression against the Russian Federation, the outbreak of armed conflicts directed against the Russian Federation, is carried out by decision of the President of the Russian Federation.

10. The provision of human and transport resources to make up for the losses of rescue military units in wartime is carried out by the Ministry of Defense of the Russian Federation.

11. The procedure for performing the tasks assigned to rescue military formations is determined by these Regulations, as well as:

a) in peacetime - by the relevant action plans of rescue military units, approved by the Minister and the heads of regional centers for civil defense, emergency situations and disaster relief;

b) in wartime - by the Plan of Civil Defense and Protection of the Population of the Russian Federation, approved by the President of the Russian Federation.

12. Rescue military formations in peacetime and wartime for the period of carrying out work to prevent and eliminate emergency situations, rescue and other urgent work or other tasks of civil defense, territorial defense may be transferred to operational subordination to the leaders of the constituent entities of the Russian Federation, the military command in accordance with with plans of action (interaction) for the prevention and elimination of emergencies of a natural and man-made nature in the constituent entities of the Russian Federation, plans for civil defense and protection of the population of the Russian Federation and constituent entities of the Russian Federation, as well as plans for territorial defense.

13. The involvement of rescue military units in participation in military exercises conducted by the Ministry of Defense of the Russian Federation is carried out in agreement with the Ministry of Emergency Situations of Russia.

14. The organizational and staffing structure of rescue military units is approved by the Minister.

15. The main structural unit of rescue military formations, capable of independently performing the tasks assigned to them, is the rescue center.

16. The deployment of rescue military units in the prescribed manner is determined by the Minister in agreement with the executive authorities of the constituent entities of the Russian Federation.

IV. Organization of activities of rescue military units

17. The leadership of rescue military formations is exercised by the President of the Russian Federation.

18. The management of rescue military units is carried out by the Minister:

a) rescue military formations of central subordination - directly;

b) rescue military units of regional subordination - through regional centers for civil defense, emergency situations and disaster relief.

19. The powers of the Minister regarding the management of rescue military units are established by the President of the Russian Federation.

20. Consideration of the most important issues of the activities of rescue military formations is carried out by the board of the Ministry of Emergency Situations of Russia and the military council of rescue military formations.

V. Recruiting and training of rescue military units

21. The recruitment of rescue military units with specialists in the field of civil defense, protection of the population and territories from emergency situations is carried out at the expense of graduates of federal state educational institutions of higher professional education of the Ministry of Emergency Situations of Russia, with specialists of other specialties - at the expense of graduates of other federal state educational institutions of higher professional education.

22. Recruitment of rescue military formations with soldiers, sergeants and foremen performing military service under a contract is carried out in the manner established for the Armed Forces of the Russian Federation in accordance with Federal Laws of May 31, 1996 N 61-FZ “On Defense” and dated 28 March 1998 N 53-FZ "On military duty and military service".

23. The recruitment of rescue military units with military personnel undergoing conscription military service is carried out in the manner established by federal laws and other regulatory legal acts of the Russian Federation.

24. The allocation of conscription resources for rescue military formations is carried out in accordance with the decree of the President of the Russian Federation on the conscription of citizens of the Russian Federation for military service.

25. In peacetime, taking into account the specifics of the tasks being solved, rescue military formations are subject to recruitment for positions that determine the combat capability of these formations by citizens of the Russian Federation who, based on the results of a medical examination, have fitness categories for military service A and B.

26. The list of military positions to be filled by soldiers, sergeants and foremen serving under contract, as well as warrant officers and female military personnel, is approved by the Minister.

27. Rescue military units are staffed with civilian personnel.

28. The number of civilian personnel is established by the President of the Russian Federation.

29. The list of positions filled by civilian personnel is approved by the Minister.

30. Labor relations of civilian personnel of rescue military units are regulated by the labor legislation of the Russian Federation and the legislation of the Russian Federation on public service.

31. Training of rescue military units is carried out in accordance with programs and plans for training personnel approved by the Minister.

32. Training of officers of rescue military formations is carried out in federal state educational institutions of higher professional education of the Ministry of Emergency Situations of Russia, as well as in other federal state educational institutions of higher professional education.

33. Training of sergeants and specialist soldiers for rescue military formations in peacetime (war) is carried out in rescue military formations and training centers of the Russian Ministry of Emergency Situations.

34. Educational work in rescue military formations, information support and organization of leisure time for military personnel and members of their families are carried out by the heads of these formations and their deputies (assistants) for educational work.

VI. Ensuring the activities of rescue military units

35. Financial support for rescue military units is carried out at the expense of budgetary allocations provided for in the federal budget for the corresponding year.

36. State investments in capital construction and reconstruction of buildings and structures, including residential buildings for military personnel of rescue military units, are provided for by the Government of the Russian Federation in the state defense order.

37. Special, logistical and technical support for rescue military units is carried out in the manner and according to the standards established by the Russian Ministry of Emergency Situations.

38. The purchase and supply of weapons, military and special equipment, ammunition, special instruments, means and property to support the activities of rescue military units is carried out by the Ministry of Emergency Situations of Russia in accordance with federal laws of May 31, 1996 N 61-FZ “On Defense”, dated December 27, 1995 N 213-FZ "On State Defense Order", dated July 21, 2005 N 94-FZ "On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs" and regulatory legal acts, adopted in accordance with the specified federal laws.

39. Maintenance, current and overhaul of weapons, military and special equipment, special instruments, means and property of rescue military units is carried out at the expense of budgetary allocations provided for in the federal budget of the Ministry of Emergency Situations of Russia for these purposes.

40. The organization and implementation of military transportation of rescue military units is carried out in the manner established for the Armed Forces of the Russian Federation, at the expense of budgetary allocations provided for in the federal budget of the Russian Ministry of Emergency Situations.

41. Providing rescue military units in wartime is carried out in the manner and under the conditions determined by the Government of the Russian Federation.

42. Military personnel of rescue military formations are subject to all rights, benefits, guarantees and compensation established for military personnel of the Armed Forces of the Russian Federation.

In order to improve civil defense in the Russian Federation

I decree:

1. To form rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief on the basis of formations, military units and organizations of civil defense troops.

2. Approve the attached:

Regulations on rescue military units of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief;

structure and composition of rescue military units of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief.

3. The clause became invalid on January 1, 2017 - Decree of the President of the Russian Federation dated July 30, 2016 N 386..

4. Establish that until the completion of organizational and staffing measures, military personnel and civilian personnel of the reorganized civil defense troops undergo military service (serve, work) in the rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief in previously replaced military and other positions without recertification and reassignment.

5. Retain for military personnel and civilian personnel of the reorganized civil defense troops undergoing military service (serving, working) in the rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief:

a) the standards of monetary allowance and wage conditions established in the reorganized civil defense troops, before the adoption of regulatory legal acts regulating the issues of monetary allowance and wages for military personnel and civilian personnel of rescue military units of this Ministry;

b) pension, food and clothing provision, medical care and provision of sanatorium and resort treatment, established by the legislation of the Russian Federation.

Regulations on rescue military units of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief

I. General provisions

1. Rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as rescue military formations) are intended to protect the population and territories, material and cultural values ​​from dangers arising during the conduct of military operations or as a result of these actions , as well as in the event of emergencies of a natural and man-made nature, including outside the territory of the Russian Federation.

2. Rescue military units are an integral part of the civil defense forces.

3. Rescue military units, in accordance with Federal Law of May 31, 1996 N 61-FZ “On Defense,” may be involved in performing certain tasks in the field of defense.

4. Rescue military formations in their activities are guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, orders and directives of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, regulatory legal acts of the Ministry of the Russian Federation for Civil Defense, emergency situations and liquidation of consequences of natural disasters (hereinafter referred to as the Russian Ministry of Emergency Situations), regulatory legal acts of the Minister of Defense of the Russian Federation, international treaties, as well as these Regulations.

II. Main tasks of rescue military units

5. The main tasks of rescue military formations are:

a) in peacetime:

carrying out measures to maintain the readiness of rescue military units to carry out their assigned tasks;

use, deployment and timely updating of weapons, equipment and other material and technical means intended for carrying out rescue and other urgent work;

participation in events to prevent and respond to emergency situations;

participation in the training of forces and means to prevent and eliminate emergency situations, as well as training the population in the field of civil defense;

participation in research and development work on the creation, testing and implementation of new technical means to protect the population and territories, material and cultural values ​​in emergency situations, as well as in the development of technologies for carrying out emergency rescue and other urgent work;

b) during the liquidation of emergency situations in peacetime:

participation in conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in emergency zones, as well as on routes to them;

participation in carrying out emergency rescue and other urgent work on the operational localization and liquidation of natural and man-made emergencies on the territory of the Russian Federation, as well as on the territories of foreign states with which the Russian Federation has agreements;

participation in pyrotechnic works related to the disposal of aircraft bombs and land mines, as well as in humanitarian demining;

participation in the delivery of goods transported to emergency zones, including as humanitarian aid to foreign countries;

participation in providing the affected population with food, water, basic necessities, other material resources and services, residential premises for temporary residence, as well as in providing first aid to the affected population;

participation in activities to evacuate the population, material and cultural assets from emergency zones;

participation in work to restore life support facilities for the population;

jointly with troops (forces) and means of federal executive authorities to counter terrorism;

c) in wartime:

participation in the conduct of radiation, chemical and non-specific bacteriological (biological) reconnaissance in places of emergency rescue and other emergency operations, as well as on advance routes to them;

participation in ensuring the entry of civil defense forces into the affected areas, zones of contamination (contamination) and catastrophic flooding;

participation in carrying out rescue and other urgent work in hot spots, areas of infection (pollution) and catastrophic flooding;

participation in pyrotechnic works related to the disposal of aircraft bombs and landmines;

participation in carrying out work on sanitary treatment of the population, disinfection of buildings and structures, special treatment of equipment, property and territories;

participation in measures to evacuate the population, material and cultural assets from lesions, zones of contamination (contamination) and catastrophic flooding;

participation in eliminating the consequences of the enemy’s use of weapons of mass destruction;

participation in the implementation of certain territorial defense measures and in ensuring martial law;

participation in the restoration of life support facilities for the population.

III. Use of rescue military units

6. The use of rescue military units in peacetime is carried out by the Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as the Minister), in wartime - on the basis of an order of the President of the Russian Federation.

7. Issues related to the participation of rescue military formations in the performance of individual tasks in the field of defense are resolved in accordance with the Plan for the Use of the Armed Forces of the Russian Federation, the Mobilization Plan of the Armed Forces of the Russian Federation, decrees of the President of the Russian Federation, orders and directives of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation , other regulatory legal acts of the Russian Federation, strategic planning documents on defense issues and plans for interaction with military command and control bodies.

8. The procedure for bringing rescue military formations to the highest levels of combat readiness is determined by orders and directives of the Minister.

9. Bringing rescue military formations to the highest levels of combat readiness in the event of aggression or an immediate threat of aggression against the Russian Federation, the outbreak of armed conflicts directed against the Russian Federation, is carried out by decision of the President of the Russian Federation.

10. The provision of human and transport resources to make up for the losses of rescue military units in wartime is carried out by the Ministry of Defense of the Russian Federation.

11. The procedure for performing the tasks assigned to rescue military formations is determined by these Regulations, as well as:

a) in peacetime - by the relevant action plans of rescue military units approved by the Minister;

b) in wartime - by the Plan of Civil Defense and Protection of the Population of the Russian Federation, approved by the President of the Russian Federation.

12. Rescue military formations in peacetime and wartime for the period of carrying out work to prevent and eliminate emergency situations, rescue and other urgent work or other tasks of civil defense, territorial defense may be transferred to operational subordination to the leaders of the constituent entities of the Russian Federation, the military command in accordance with with plans of action (interaction) for the prevention and elimination of emergencies of a natural and man-made nature in the constituent entities of the Russian Federation, plans for civil defense and protection of the population of the Russian Federation and constituent entities of the Russian Federation, as well as plans for territorial defense.

13. The involvement of rescue military units in participation in military exercises conducted by the Ministry of Defense of the Russian Federation is carried out in agreement with the Ministry of Emergency Situations of Russia.

14. The organizational and staffing structure of rescue military units is approved by the Minister.

15. The main structural unit of rescue military formations, capable of independently performing the tasks assigned to them, is the rescue center.

16. The deployment of rescue military units in the prescribed manner is determined by the Minister in agreement with the executive authorities of the constituent entities of the Russian Federation.

IV. Organization of activities of rescue military units

17. The leadership of rescue military formations is exercised by the President of the Russian Federation.

18. The management of rescue military units is carried out by the Minister.

19. The powers of the Minister regarding the management of rescue military units are established by the President of the Russian Federation.

20. Consideration of the most important issues of the activities of rescue military formations is carried out by the board of the Ministry of Emergency Situations of Russia and the military council of rescue military formations.

V. Recruiting and training of rescue military units

21. The recruitment of rescue military units with specialists in the field of civil defense, protection of the population and territories from emergency situations is carried out at the expense of graduates of federal state educational organizations of higher education of the Ministry of Emergency Situations of Russia, with specialists of other specialties - at the expense of graduates of other federal state educational organizations of higher education.

22. Recruitment of rescue military formations with soldiers, sergeants and foremen performing military service under a contract is carried out in the manner established for the Armed Forces of the Russian Federation in accordance with and dated March 28, 1998 N 53-FZ “On Military Duty and Military Service”.

23. The recruitment of rescue military units with military personnel undergoing conscription military service is carried out in the manner established by federal laws and other regulatory legal acts of the Russian Federation.

24. The allocation of conscription resources for rescue military formations is carried out in accordance with the decree of the President of the Russian Federation on the conscription of citizens of the Russian Federation for military service.

25. In peacetime, taking into account the specifics of the tasks being solved, rescue military formations are subject to recruitment for positions that determine the combat capability of these formations by citizens of the Russian Federation who, based on the results of a medical examination, have fitness categories for military service A and B.

26. The list of military positions to be filled by soldiers, sergeants and foremen serving under contract, as well as warrant officers and female military personnel, is approved by the Minister.

27. Rescue military units are staffed with civilian personnel.

28. The number of civilian personnel is established by the President of the Russian Federation.

29. The list of positions filled by civilian personnel is approved by the Minister.

30. Labor relations of civilian personnel of rescue military units are regulated by the labor legislation of the Russian Federation and the legislation of the Russian Federation on public service.

31. Training of rescue military units is carried out in accordance with programs and plans for training personnel approved by the Minister.

32. Training of officers of rescue military formations is carried out in federal state educational organizations of higher education of the Ministry of Emergency Situations of Russia, as well as in other federal state educational organizations of higher education.

33. Training of sergeants and specialist soldiers for rescue military formations in peacetime (war) is carried out in rescue military formations and training centers of the Russian Ministry of Emergency Situations.

34. Educational work in rescue military formations, information support and organization of leisure time for military personnel and members of their families are carried out by the heads of these formations and their deputies (assistants) for educational work.

VI. Ensuring the activities of rescue military units

35. Financial support for rescue military units is carried out at the expense of budgetary allocations provided for in the federal budget for the corresponding year.

36. State investments in capital construction and reconstruction of buildings and structures, including residential buildings for military personnel of rescue military units, are provided for by the Government of the Russian Federation in the state defense order.

37. Special, logistical and technical support for rescue military units is carried out in the manner and according to the standards established by the Russian Ministry of Emergency Situations.

38. The purchase and supply of weapons, military and special equipment, ammunition, special instruments, means and property to support the activities of rescue military units is carried out by the Russian Ministry of Emergency Situations in accordance with federal laws of May 31, 1996 N 61-FZ “On Defense”, dated 27 December 1995 N 213-FZ "On State Defense Order", dated July 21, 2005 N 94-FZ "On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs" and regulations adopted in accordance with with the specified federal laws.

39. Maintenance, current and overhaul of weapons, military and special equipment, special instruments, means and property of rescue military units is carried out at the expense of budgetary allocations provided for in the federal budget of the Ministry of Emergency Situations of Russia for these purposes.

40. The organization and implementation of military transportation of rescue military units is carried out in the manner established for the Armed Forces of the Russian Federation, at the expense of budgetary allocations provided for in the federal budget of the Russian Ministry of Emergency Situations.

41. Providing rescue military units in wartime is carried out in the manner and under the conditions determined by the Government of the Russian Federation.

42. Military personnel of rescue military formations are subject to all rights, benefits, guarantees and compensation established for military personnel of the Armed Forces of the Russian Federation.

2. "27_1) approves, within its competence in the prescribed manner, lists of military positions in rescue military formations and positions of ordinary and commanding personnel in the federal fire service, as well as the corresponding military and special ranks on the basis of lists of typical positions in rescue military formations approved in the prescribed manner and in the federal fire service;";

in subparagraphs 30 - the words “civil defense troops” should be replaced with the words “rescue military units”.

10. In the Decree of the President of the Russian Federation of March 11, 2010 N 293 “On military uniforms, military insignia and departmental insignia” (Appendix No. 1) (Collected Legislation of the Russian Federation, 2010, No. 11, Art. 1194):

a) in paragraphs 7 and 25 of Section II, the words “civil defense troops” should be replaced with the words “rescue military units of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief”;

b) in paragraphs 3, d) in paragraph 31 of Section X, the words “civil defense troops” are replaced with the words “rescue military units of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief”.
