In addition, the investment agreement must include the design and reconstruction of the dormitory building on Kirillovskaya Street, which after reconstruction remains the property of the Russian Federation and the operational management of the university, in the amount of at least 550.6 million rubles.
At the same time, it is stipulated that the investor carries out work on the reconstruction of the hostel building and the demolition of unfinished buildings with the construction of a residential complex simultaneously.
As noted in explanatory note to the draft resolution, the federal budget for 2017 does not provide for expenses for the reconstruction of the dormitory, and it has been closed since 2013 because it is unsuitable for student accommodation. The annual cost of its maintenance is about 50 million rubles. The authors of the bill promise that the purpose of this building will not change after reconstruction.
