In accordance with Part 1 of Art. 70 of the Federal Law of the Russian Federation No. 323-FZ, the attending physician is appointed by the head of the medical organization (division of the medical organization) or is selected by the patient taking into account the consent of the doctor. In the event of a patient’s request to change the attending physician, the head of the medical organization (division of the medical organization) must facilitate the patient’s choice of another doctor in the manner established by the authorized federal body executive power.

The attending physician organizes timely qualified examination and treatment of the patient, provides information about the state of his health, at the request of the patient or his legal representative, invites specialist doctors for consultations, and, if necessary, convenes a council of doctors for the purposes established by part 4 of Article 47 of this Federal Law. Recommendations of consultants are implemented only in agreement with the attending physician, with the exception of cases of emergency medical care (Part 2 of Article 70).

The attending physician, in agreement with the relevant official (head) of the medical organization (division of the medical organization), may refuse to monitor the patient and his treatment, and also notify in writing of the refusal to perform an artificial termination of pregnancy, if the refusal does not directly threaten the patient’s life and health of others. If the attending physician refuses to monitor the patient and treat the patient, as well as in the event of a written notification of refusal to perform an artificial termination of pregnancy, the official (head) of the medical organization (division of the medical organization) must organize a replacement of the attending physician (Part 3 of Art. 70).

The attending physician, when recommending a medicinal product, medical device, specialized medical nutrition product or breast milk substitute to a patient, is obliged to inform the patient about the possibility of receiving the corresponding medicinal product, medical device, specialized medical food product or breast milk substitute without charging a fee in accordance with the law. Russian Federation(Part 4, Article 70).

The attending physician establishes a diagnosis, which is based on a comprehensive examination of the patient and a medical report drawn up using medical terms about the patient’s disease (condition), including the cause of the patient’s death (Part 5 of Article 70).

The diagnosis, as a rule, includes information about the underlying disease or condition, concomitant diseases or conditions, as well as complications caused by the underlying disease and concomitant disease (Part 6 of Article 70).

Separate functions of the attending physician in directly providing medical care to the patient during the period of observation and treatment, including prescription and use medicines, including narcotic drugs and psychotropic drugs, by the head of a medical organization when organizing the provision of primary health care and emergency medical care may be assigned to a paramedic or midwife in the manner established by the authorized federal executive body (Part 7, Article 70).

Doctor's oath contained in Art. 71 of the Federal Law of the Russian Federation No. 323-FZ, according to which Persons who have completed the educational program of higher medical education, upon receipt of a document on education and qualifications, take a doctor’s oath with the following content:

“Receiving the high title of doctor and starting my professional activities, I solemnly swear:

honestly perform your medical duty, devote your knowledge and skills to the prevention and treatment of diseases, preserving and strengthening human health;

be always ready to provide medical care, maintain medical confidentiality, treat the patient with care and attention, act exclusively in his interests, regardless of gender, race, nationality, language, origin, property and official status, place of residence, attitude to religion, beliefs, affiliation to public associations, as well as other circumstances;

show the highest respect for human life, never resort to euthanasia;

remain grateful and respectful to your teachers, be demanding and fair to your students, and promote their professional growth;

treat colleagues kindly, turn to them for help and advice if the interests of the patient require it, and never refuse colleagues help and advice;

The doctor's oath is taken in a solemn atmosphere.

Federal Law No. 323-FZ does not contain articles specifically devoted to paramedical workers. However, it is necessary to separately consider qualification characteristics of a nurse , set out in the Unified Qualification Directory of positions for managers, specialists and employees, approved by order of the Ministry of Health and social development Russian Federation (Ministry of Health and Social Development of Russia) dated July 23, 2010 No. 541n, in the section “Qualification characteristics of positions of workers in the healthcare sector.”

The qualification characteristics of the nurse indicate:

Organizes and provides outpatient appointments with a local general practitioner (pediatrician) individual cards outpatients, prescription forms, directions, prepares devices and instruments for work. Together with the general practitioner (pediatrician), he forms a local medical (therapeutic) site from the population assigned to it, maintains personal records, an information (computer) database of the health status of the population served, and participates in the formation of groups of dispensary patients. I. General provisions

1. Nurse belongs to the specialist category.

2. A person with secondary education is appointed to the position of nurse medical education in the specialty "Nursing" and medical education in the specialty "Nursing" and (having; not having) (I, II, highest) qualification category (s).

3. Appointment to the position of a nurse and dismissal from it are made by order of the head of the institution.

4. The nurse should know:

II. Job responsibilities

Nurse:

1. Ensures infectious safety (complies with the rules of sanitary-hygienic and anti-epidemic regime, asepsis, properly stores, processes, sterilizes and uses medical products).

2. Carries out all stages nursing process when caring for patients (initial assessment of the patient’s condition, interpretation of the data obtained, planning care together with the patient, final assessment of what has been achieved).

3. Performs preventive, therapeutic and diagnostic procedures prescribed by the doctor in a timely and high-quality manner. Assists when a doctor performs therapeutic and diagnostic procedures and minor operations in outpatient and inpatient settings.

4. Provides emergency first aid in case of acute diseases, accidents and various types disasters followed by calling a doctor to the patient or referring him to the nearest medical facility.

5. Administers medications, antishock drugs (if anaphylactic shock) sick vital signs(if it is impossible for the doctor to arrive to the patient in a timely manner) in accordance with the established procedure for this condition.

6. Informs the doctor or manager, and in their absence, the doctor on duty about all detected severe complications and diseases of patients, complications arising as a result of medical manipulations or about cases of violation of the internal regulations of the institution.

7. Ensures proper storage, accounting and write-off of medications, compliance with the rules for taking medications by patients.

8. Interacts with colleagues and employees of other services in the best interests of the patient.

9. Maintains approved medical records and reporting documentation.

10. Systematically improves his professional qualifications.

11. Conducts sanitary and educational work to promote health and prevent diseases, promote a healthy lifestyle.

III. Rights

The nurse has the right:

1. Use as prescribed by a doctor conservative methods treating patients, carrying out certain medical procedures.

2. Receive the information necessary to accurately perform your professional duties.

3. Make proposals for improving the work of a nurse and the organization of nursing in the institution.

4. Require the head nurse of the department to provide the post (workplace) with equipment, equipment, tools, care items, etc., necessary for the high-quality performance of their functional duties.

5. Improve your qualifications in the prescribed manner, undergo certification (re-certification) in order to assign qualification categories.

6. Participate in the work of professional associations nurses and others public organizations, not prohibited by the legislation of the Russian Federation.

IV. Responsibility

The nurse is responsible for:

1. For improper performance or non-fulfillment of your job responsibilities provided for by this job description within the limits determined by the current labor legislation of the Russian Federation.

2. For offenses committed in the course of carrying out their activities within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.

3. For causing material damage within the limits determined by the current labor and civil legislation of the Russian Federation.

In accordance with Article 143 Labor Code In the Russian Federation, tariffication of work and assignment of tariff categories to employees are carried out taking into account the unified tariff and qualification directory of works and professions of workers, the unified qualification directory of positions of managers, specialists and employees.

Decree of the Government of the Russian Federation dated October 31, 2002 N 787 established that the Unified Tariff and Qualification Directory of Work and Professions of Workers (hereinafter referred to as UTKS) consists of tariff and qualification characteristics containing characteristics of the main types of work by profession of workers, depending on their complexity, and corresponding to them tariff categories, as well as requirements for professional knowledge and worker skills.

Nurse

Job responsibilities. Provides pre-hospital medical care and collects biological materials for laboratory research. Provides care to patients in medical institutions and at home. Sterilizes medical instruments, dressings and patient care items. Assists when a doctor performs therapeutic and diagnostic procedures and minor operations in outpatient and inpatient settings. Prepares patients for various types of studies, procedures, surgeries, and outpatient doctor appointments. Ensures the implementation of medical prescriptions. Carries out accounting, storage, use of medicines and ethyl alcohol. Maintains personal records and an information (computer) database of the health status of the population served. Manages the activities of junior medical staff. Maintains medical records. Conducts health education work among patients and their relatives to promote health and prevent diseases, promote a healthy lifestyle. Carries out the collection and disposal of medical waste. Carries out measures to comply with the sanitary and hygienic regime, the rules of asepsis and antisepsis, the conditions for sterilization of instruments and materials, and the prevention of post-injection complications, hepatitis, and HIV infection.
