Today, in addition to monthly pension payments, the legislation provides additional help in the form of a set of social services. This includes the provision of medicines, a voucher to a sanatorium and free travel on some types of transport.
Who is provided with state social assistance?
There is no exact definition of what social services are, but the concept implies support individuals who have the right or have issued a monthly cash payment(EDV). In accordance with the law on state social assistance, categories of citizens who are provided with benefits through the state are defined:
- disabled citizens those who have been assigned a disability regardless of group;
- combat veterans;
- citizens awarded the badge “Resident of besieged Leningrad”;
- disabled children;
- participants of the Great Patriotic War;
- persons who have become disabled as a result of combat operations;
- minor prisoners from the Second World War;
- family members of deceased or deceased WWII participants, deceased disabled people and combat veterans.
What is included in the NSO
Social services for pensioners and disabled people included in the NSO, the beneficiary can be provided in kind or in cash - the right to choose remains with the beneficiary. This means that the citizen independently determines whether to take advantage of the benefit or receive compensation in the amount established by law:
How to apply
The process of obtaining state support consists of several successive stages and is the same for all regions, be it Moscow or another locality:
- Contact your local office Pension Fund or the Multifunctional Center in person or through a legal representative. It is possible to submit an application through Personal Area on the PFR Internet portal.
- Write an application for the provision of EDV. Since NSO is automatically assigned to recipients of monthly payments, there is no need to fill out a separate application. The exception is persons who have been exposed to radioactive radiation.
- Receive a certificate giving the right to receive NSO, which indicates the category of the beneficiary, the period for assigning the EDV and the list of services.
List of required documents
To provide a monthly payment, which is the basis for the appointment of social services, it is necessary to provide certain documents:
- completed application;
- passport or other equivalent document;
- documentary evidence of the right to receive EDV (certificate of disability, certificate, etc.).
After assigning an EDV, in order to receive social services at the railway ticket office, when purchasing a ticket or when purchasing a voucher, you will need to provide:
- a certificate issued by the Pension Fund of Russia, which confirms that the applicant has the right to receive NSO;
- passport;
- a document evidencing the right to receive EDV.
When contacting pharmacies, you will additionally need a prescription, which is prescribed by your attending physician.
Social assistance at home for elderly and disabled people
In addition to the fact that the legislation provides for a set of social services for pensioners and disabled people, as well as other vulnerable categories of citizens, the state provides them with additional support. It is for people who cannot take care of themselves. Social security workers provide assistance in the form of:
- inpatient care in boarding homes for the elderly, veterans, and disabled people;
- semi-permanent service in night or day stay;
- social services at home;
- provision of rehabilitation services;
- urgent social services.
Taking into account the characteristics of each applicant, the following types of social services are provided:
- medical;
- pedagogical;
- legal;
- household;
- legal;
- labor
Social services
Social workers provide assistance to pensioners and disabled people in the following areas:
- purchase (at the expense of the beneficiary) and delivery of food, periodicals, books, and essential goods;
- cleaning of residential premises;
- cooking food;
- providing assistance in paying utility bills and other bills;
- assistance in carrying out repairs;
- assistance in organizing housing maintenance services;
- delivery drinking water and heating of boilers and stoves, if the housing of a disabled person or pensioner is not equipped with central water supply and heating;
- handing over clothes and items to dry cleaning for repairs (payment is made by the beneficiary);
- subscribing to periodicals, etc.
Medical services
Workers social services has the right to provide and medical care, which is:
- carrying out medical procedures(injections, dressings, etc.);
- provision of sanitary and hygienic services;
- monitoring health status (measurement of pressure, temperature);
- providing first aid;
- purchase and delivery of medications and medicines;
- providing assistance during visits medical institutions, hospitalization;
- visiting a pensioner or disabled person undergoing treatment in a hospital;
- providing comprehensive support when registering for spa treatment.
Psychological and legal assistance
Social services for older people and people with disabilities assist in providing legal and psychological assistance. Among the main services are:
- assistance in obtaining education;
- assistance in employment;
- assistance in organizing assistance from lawyers and notaries;
- assistance in writing letters and statements;
- assistance in obtaining benefits and social support.
Who is eligible for a social worker?
Assistance from social service workers is provided on an application basis. The following may apply for it:
- citizens who have reached the generally established retirement age;
- disabled people of all categories;
- WWII participants.
Social services for pensioners and the disabled are provided by social service workers free of charge to all those whose monthly income does not reach one and a half times the subsistence level established in the region of residence of the beneficiary. All other categories of applicants are charged a fee, the amount of which is regulated by law.
Procedure and conditions for concluding an agreement
To provide social services to pensioners and disabled people, you will need to conclude an agreement. The parties to the agreement are the beneficiary himself and the body social protection. The Agreement begins to be valid from the date of signing until the end of the calendar year. Re-enter into an agreement for next period there is no need - it is automatically extended, but only if neither party has declared its termination.
The document must include:
- a list of services provided, which is approved by a specially created commission after studying all aspects of the life and activities of an individual;
- frequency of visits to the applicant, determined taking into account the citizen’s need and assistance provided by relatives or other people.
What documents are needed
Care for pensioners at home, as well as assistance to the disabled, is carried out by social service workers after concluding an agreement. To sign the agreement, you must submit an application to the territorial social protection authority and provide the following documents:
- passport or birth certificate;
- pensioner's ID;
- a document confirming your place of residence at the declared address;
- certificate with conclusion medical and social examination;
- certificate of income of all citizens living together;
- rehabilitation program.
If the applicant cannot conclude an agreement on his own, his legal representative can do this for him upon presentation of a document certifying his authority.

Social services in the form of social services at home, semi-stationary and stationary forms of social services are provided free of charge:
1) minor children;
2) persons affected by emergency situations and armed interethnic conflicts.
Social services in the form of social services at home and in the semi-stationary form of social services are provided free of charge if, on the date of application, the average per capita income of the recipient of social services, calculated in accordance with the normative legal acts Russian Federation, below the limit value or equal to the maximum per capita income for the provision of social services free of charge, established by the law of the subject of the Russian Federation.
Social services in the form of social services at home are provided free of charge to single disabled people (single married couples) and (or) single elderly citizens (single married couples) from among:
1) disabled people of the Great Patriotic War or participants of the Great Patriotic War;
2) spouses of deceased (deceased) disabled people of the Great Patriotic War or participants of the Great Patriotic War who did not remarry;
3) former minor prisoners of fascism;
4) persons awarded the badge “Resident of besieged Leningrad”;
5) persons awarded the medal “For the Defense of Moscow”;
6) Heroes of the Soviet Union;
7) Heroes of the Russian Federation and full holders of the Order of Glory;
8) Heroes of Socialist Labor, Heroes of Labor of the Russian Federation and full holders of the Order of Labor Glory;
9) disabled combatants.
10) persons who worked at air defense facilities, local air defense, in the construction of defensive structures, naval bases, airfields and other military facilities within the rear boundaries of active fronts, operational zones of active fleets, on front-line sections of railways and highways; crew members of transport fleet ships interned at the beginning of the Great Patriotic War in the ports of other states;
11) persons who worked in the rear during the period from June 22, 1941 to May 9, 1945 for at least six months, excluding the period of work in the temporarily occupied territories of the USSR; persons awarded orders or medals of the USSR for selfless labor during the Great Patriotic War
Social services in the form of social services at home, semi-stationary and stationary forms of social services are provided free of charge to the legal representatives of disabled children.
Social services in semi-stationary and stationary forms of social services are provided free of charge to persons without a fixed place of residence, recognized as in need of urgent social services, and to persons released from prison and without work and means of subsistence, recognized as in need of urgent social services.
Social services are provided to citizens free of charge in accordance with the List of Social Services in accordance with the Appendix to this Law.
For the purposes of this article, a single married couple means married persons who do not have close relatives, each of whom is disabled and (or) an elderly citizen.
The procedure for determining the average per capita income for the provision of social services free of charge for the purposes of this Federal Law established by the Government of the Russian Federation.
The size of the maximum per capita income for the provision of social services free of charge is established by the laws of the constituent entity of the Russian Federation and cannot be lower than one and a half times the subsistence minimum established in the constituent entity of the Russian Federation for the main socio-demographic groups of the population.
In order to implement the Federal Law of December 28, 2013 No. 442-FZ “On the Basics of Social Services for Citizens in the Russian Federation” and the Regional Law of September 3, 2014. No. 222-ZS “On social services for citizens in the Rostov region” by resolution of the Government of the Rostov region dated January 27, 2014. No. 785 approved the Procedure for the provision of social services by social service providers, which determines the rules for the provision of social services by social service providers according to forms of social services, types of social services.
Social services are provided in the form of social services at home, in a semi-stationary form, in a stationary form.
The basis for consideration of the issue of providing social services is an application submitted in writing or electronic form by a citizen or his legal representative for the provision of social services to the social protection authority of citizens at the applicant’s place of residence.
Social service is carried out subject to the voluntary consent of the citizen or his legal representative to receive social services.
1. Recipients of social services in the form of social services at home are:
citizens who have completely or partially lost the ability or ability to provide self-care due to old age, illness, disability (including disabled children);
senior citizens (women over 55, men over
60 years old) and disabled people suffering mental disorders(in remission), tuberculosis (except for the active form), severe diseases (including cancer) in late stages;
persons affected by emergency situations, armed interethnic conflicts.
The following documents are attached to the application for social services:
a copy of an identity document of a citizen of the Russian Federation (if available), or a copy of an identity document of a foreign citizen or stateless person, including a residence permit and a refugee certificate, and for persons under 14 years of age, a birth certificate with presentation of the original;
a conclusion on the state of health and the absence of contraindications for admission to service, issued medical organization, carrying out medical activities and part of the state, municipal or private healthcare system;
a document issued by the guardianship and trusteeship authorities establishing the right of guardianship or trusteeship;
document issued by the federal government organization medical and social examination confirming the fact of disability;
a document confirming the right of the recipient of social services to receive social support;
documents on the applicant’s income (except for cases where documents (information) on income are at the disposal of bodies providing public services, bodies providing municipal services, other government bodies, bodies local government or subordinate government agencies or local government organizations involved in the provision of state and municipal services).
a copy of an identity document of a citizen of the Russian Federation, or a copy of an identity document of a foreign citizen or stateless person, including a residence permit and a refugee certificate;
Citizens living in families or their legal representatives also represent:
a certificate of family composition indicating the date of birth and family relationships (except for cases when this certificate is issued by local government bodies);
documents issued by the federal state organization of medical and social examination confirming the disability of family members;
documents on the income of each family member (except for cases where documents (information) on income are at the disposal of bodies providing public services, bodies providing municipal services, other state bodies, local government bodies or organizations subordinate to state bodies or local government bodies, participating in the provision of state and municipal services).
The documents attached to the application for social services can be submitted both original and copies. Copies of documents are certified by the social protection body of citizens of the municipal district (urban district) at the place of application of the applicant or the MFC after checking them with the originals. The applicant has the right to submit copies of documents certified in the prescribed manner.
The right of priority acceptance for service is enjoyed by disabled people and participants of the Great Patriotic War, as well as disabled people from combat operations on the territory of other states.
The right of priority acceptance for service is enjoyed by:
spouses of deceased (deceased) disabled people and participants in the Great Patriotic War who did not remarry;
single disabled citizens and disabled people (including disabled children), including those from among internally displaced persons;
home front workers;
single citizens with 1st disability group, single married couples with 1st disability group, single elderly people over 80 years old.
2. Recipients of social services in the form of social services at home are:
minors;
families with minor children in difficult life situation.
The following documents (if available) are attached to the application for social services:
identification document of the minor's parent;
child's birth certificate or passport for a child over 14 years of age;
If the legal representative of the recipient of social services applies, the following documents must be additionally submitted:
a copy of an identity document of a citizen of the Russian Federation, or a copy of an identity document of a foreign citizen or stateless person, including a residence permit and a refugee certificate; legal representative;
a copy of the document confirming the authority of the legal representative.
The documents attached to the application for social services can be submitted both original and copies. Copies of documents are certified by the social protection body for citizens of the municipal district (urban district) at the applicant’s place of residence or the MFC after checking them with the originals. The applicant or his legal representative has the right to submit copies of documents certified in the prescribed manner.
The decision to recognize a citizen as needing social services or to refuse social services is made by the social protection body at the place of residence (place of stay) of the recipient of social services within five working days from the date of registration of the application. ABOUT the decision taken the applicant is informed in writing and (or) electronically.
If a decision is made to recognize a citizen as needing social services, the social protection body draws up an individual program for the provision of social services (hereinafter referred to as the individual program), which specifies the form of social services, types, volume, frequency, conditions and terms for the provision of social services, a list recommended social service providers.
An individual program is drawn up based on the citizen’s need for social services and is revised depending on changes in this need, but at least once every three years. The revision of the individual program is carried out taking into account the results of the implemented individual program.
The provision of social services is carried out on the basis of an agreement on the provision of social services between the provider of social services and the recipient of social services or his legal representative.
The contract is concluded within a working day from the date of provision of the individual program to the social service provider. The decision to enroll in social services at home is formalized on the day the contract is concluded by an administrative document from the social service provider.
The contract determines the social services provided, listed in the individual program for the provision of social services, and their cost if they are provided for a fee (partial payment).
Social services are provided free of charge:
participants and disabled people of the Great Patriotic War of 1941-1945;
minors;
persons affected by emergency situations, armed, international (interethnic) conflicts;
social services in the form of social services at home are provided free of charge if, on the date of application, the average per capita income of the recipient of social services, calculated in accordance with the regulatory legal acts of the Russian Federation, is below the maximum value or equal to the maximum per capita income for the provision of social services free of charge.
For a fee or partial payment:
social services in the form of social services at home are provided for a fee or partial payment if, on the date of application, the average per capita income of the recipient of social services, calculated in the manner established by the Government of the Russian Federation, exceeds the maximum per capita income established by part 4 of article 25 of the Regional Law. Monthly amount partial payment for social services provided in the form of social services at home is determined based on the cost (based on tariffs) of the services actually received. Moreover, its size should not exceed 50 percent of the difference between the average per capita income of the recipient of social services and the maximum per capita income for the provision of social services free of charge, established in the Rostov region in the amount of one and a half times the minimum subsistence level for the main socio-demographic groups of the population, for pensioners.
Providers are required to provide social services in accordance with individual program and the terms of the contract, as well as the procedure for providing social services.
Social service providers have the right to provide recipients of social services Additional services on the terms of full payment in accordance with the list and tariffs approved by the Administration of the city of Shakhty.
The provision of social services is carried out in accordance with social service standards.
The recipient of social services or his legal representative has the right to refuse social services or social services. The refusal must be made in writing and entered into the individual program.
Refusal by the recipient of social services or his legal representative from social services releases the social protection body and social service providers from responsibility for the provision of social services in the form of social services at home.
Providers of social services have the right to refuse to provide social services to a recipient of social services if he violates the terms of the contract, as well as in the presence of medical contraindications provided for by federal legislation for the provision of social services in the form of social services at home.
Contraindications to admission to social services at home are: tuberculosis in active stage, contagious diseases of the skin and hair, infectious and venereal diseases, mental illness accompanied at the time of treatment by behavioral disorders that are dangerous for the patient himself and others, signs alcohol intoxication and drug use.
