A lot has been said and written about social mortgages. Probably every Tatarstan resident knows that this is a way to provide housing in installments at seven percent per annum with a payment period of up to 28 and a half years. Let us remind you that mortgaged apartments are distributed in this way: 45 percent - to state employees, the same amount - to employees industrial enterprises participating in the financing of the social mortgage lending program, the remaining ten percent goes to the most vulnerable categories of citizens and especially valuable personnel (at the discretion of local authorities).


However, the more often they talk and write about social mortgages, the more more questions it causes among the population. What we were convinced of during the “direct communication” that took place in the editorial offices of the newspapers “Respublika Tatarstan” and “Vatanym Tatarstan”. The executive director of the State Housing Fund (SHF) under the President of the Republic of Tatarstan, Talgat Abdullin, answered phone calls from readers. We received so many questions that we are forced to publish answers to only some of them.


Nikolay Galkin, Chairman of the trade union committee of ElAZ (Elabuga), calls on behalf of the enterprise staff:

As for property, its presence is not necessary, since the mortgaged apartment itself is the subject of collateral. Until the citizen pays for it in accordance with the contract, he will live in it for hire. And if he does not fulfill his contractual obligations, he will get into trouble. Except for objective circumstances due to which a person will not be able to repay the loan for some time. Then, for a certain period, we “freeze” mortgage payments, but the current payment for housing and communal services remains.


Zainur Malikov from Mamadyshsky district asks:


— Is it true that rural residents can also purchase housing using a social mortgage, only on different terms than city residents? Our administration could not give me a sensible answer. Perhaps they simply do not have the information. Or is there no such thing as a “rural” mortgage?


- There is, you can be sure. It was decided that the housing fund will allocate cash to those villagers who have already begun to build houses for themselves and are incurring certain costs. So that they can continue and complete construction, we will provide them with loans through banks, also at seven percent. Large amounts of funds are allocated for the development of villages and villages (not counting regional centers, which are subject to the same conditions as cities). In addition, villagers can get a mortgage at a rate of not eighteen, but 21.2 “square meters” per person.


During the “direct communication” questions were often asked: what is the amount of the down payment, can it be paid using an existing apartment? And up to what age can a person take part in a social mortgage?


- Before retirement age. And the amount of the down payment will depend on your capabilities and when you want to get an apartment. After registering and concluding an agreement with the housing stock, paying the first thousand rubles, you will already have the right to take part in choosing an apartment. Those who score more points or, more simply put, deposit more money, will be the first to receive housing. The smaller the contribution, the longer the path to “hour X”. There will be high quotas for prestigious houses ( high level down payment), for houses that are simpler or have inconvenient floors - and the contributions are lower. An old apartment can also serve as a down payment. We can enter into an agreement to purchase it, but the family will live in it until they receive new housing.


— Are there any benefits for those who served in Chechnya and Afghanistan?


— The social mortgage system is built in such a way that all its participants have equal rights. True, some categories of citizens, including young families, Afghans, war veterans, may be provided with independent subsidies and subventions from the budget (federal, republican or local). And they can be used to pay for the apartment. But the issue of receiving subsidies is not related to the issue of providing housing. It's just up to the recipient and local authorities authorities - how to manage money. In this regard, you should contact your local administration.

- I'm a state employee. My husband, son and I are registered in a three-room non-privatized apartment - in a Khrushchev building. We have less than eighteen square meters per family member. — Calculations are made based on the total housing stock that you have. To do this, we take an extract from the state register. — My wife and two children live in a communal apartment. We know that our company participates in the financing of social mortgages. How can we get housing under this program?

— The fact is that housing is provided not on the basis of ownership, but by rent. And there is a need to manage it. From a legal point of view, this should be done by the State Housing Fund of the Republic of Tajikistan. We do not want to hand over the housing we have built to the management of utility companies. Therefore, it was legislatively established that the right to manage the future housing stock is granted to the participants of the mortgage program themselves, united in a cooperative.


— What is the down payment required or what deposit should I make when joining it?


— Members of the cooperative pay monthly share contributions, the amount of which is determined by themselves, and these funds are spent by the cooperative. And the money that citizens pay for housing, including the down payment, is transferred to the account of the State Housing Fund, and the fund is responsible for it.

— Six people are registered in a two-room apartment, including me. But my wife and I divorced. And although I now live with my parents, I have not left my previous apartment. Will I be able to purchase housing under the social mortgage program, but only for myself, without a family?


- You can.

Many Kazan residents complained that in the regions of the republic people are already receiving housing on a social mortgage, but in the capital they still do not even accept applications for participation in the program.


— In accordance with the agreement on the division of powers and interaction between government bodies and municipalities, the registration function lies with the municipalities. Therefore, this question should be addressed to the Kazan authorities. There are problems with Kazan. Elections are coming soon, and the voter will ask the potential, and then the elected government: how soon does it intend to solve this problem?


- But in the regional administrations of Kazan, when refusing registration, they motivate this by the fact that they will soon start earning their own, Kazan mortgage...


“I would only be glad if our capital could resolve this issue on its own.” We would have done a lot more then. But... This year we had six hundred million rubles available for the implementation of social mortgages in Kazan. Unfortunately, the city did not conclude an agreement on cooperation and did not provide land plots. As a result, no housing is built. And if you purchase it ready-made, the price of the apartments will be very high.


Today in the republic, 5,150 families are registered with social mortgages, of which 183 are in Kazan. 1285 agreements were concluded (86 in the capital of the republic). 480 families of Tatarstan residents improved their living conditions, including 49 from Kazan. Moreover, all figures for Kazan refer only to employees of industrial enterprises making payments to the State Housing Fund. In total, this year it is planned to provide apartments to 6,081 families, for which 365 thousand square meters of housing will be built, and next year 7,500 families (450 thousand “square meters”) should improve their living conditions.


Things are also not going well in Aksubaev, Agryz, Atna, Baltasy, Drozhzhany, Elabuga, Kama Ustye, Rybnaya Sloboda, Sarmanovo. But here the problem lies only in technical errors made by local administrations in preparing lists of mortgage participants. There are about five thousand such families. You just need to finalize the documentation.


Residents of Naberezhnye Chelny are worried that six months ago they registered for a social mortgage, but no “movement” is visible.


— What are you talking about, Naberezhnye Chelny is the most active city in this regard. This year, more than 270 families have already received apartments, and in October five houses with 350 apartments will be commissioned in the motor city under this program.


Inna Nikitina I came to Kazan from another city and bought a room in a communal apartment here. I wanted to enter the social mortgage lending program, but did not find mutual understanding with officials of the Novo-Savinovsky district (by the way, the administration of this district received the largest number of complaints).


— I’ve been working for two and a half years government agency, says Inna Nikitina. — I came to the administration of the Novo-Savinovsky district to get a list of documents for a social mortgage. But they didn’t let me, they said that only those citizens who account for no more than seven square meters of total area can participate in it. In vain I waved, like a flag, the newspaper “Republic of Tatarstan”, in which it is written in black and white that there should be less than eighteen “squares” per city resident. What should I do in this situation?


— File a lawsuit against the inaction of officials. But first, write an application to be registered with a social mortgage. Get it registered. And within a month, the administration is obliged to give you an official answer as to why you were denied registration. If you are not satisfied with the answer, appeal the actions of local authorities in court.

— It often happens in our country that they adopt a program, begin to implement it, and then make all sorts of changes. Social mortgages are very attractive to the population. Are there any plans to make changes to its terms? If yes, which ones?


— If any adjustments are made, it is exclusively for the benefit of citizens. For example, the program initially provided: upon the birth of a child to a young family participating in a social mortgage, they are provided with loan compensation in the amount of the cost of eighteen square meters of housing. Now the age limit has been lifted, and all families will be able to receive compensation, regardless of age. By the way, such lucky ones have already appeared in Arsk and Naberezhnye Chelny. Perhaps the interest rate on the loan will be reduced in the future.


— How much will the interest rate decrease?


— It largely depends on the decisions that will be made federal center. Russian President Vladimir Putin instructed the relevant structures to make the mortgage system accessible, and also to resolve the issue of compensation for bank interest from the federal budget.

In general, the essence of a social mortgage is the conclusion of an agreement between a potential borrower and the State Housing Fund of Tatarstan, under which the former undertakes to make monthly contributions to the fund, thereby simply saving for a future apartment.

The amount of the contribution is set by the fund in proportion to the income received by the client (usually no more than 40-50% of the monthly wages). Then, with these savings it will be possible to pay part of the cost of the purchased housing, and the remaining part will be received in the form of a mortgage loan with a preferential interest rate.

The standard terms of a social mortgage are as follows:

  • down payment – ​​10 – 30% of the cost of housing;
  • repayment period – up to 30 years;
  • interest rate – 7% per year (fixed).

The offered lending conditions are clearly more favorable than those available on the regular mortgage market. It is unlikely that you will be able to find a rate below 7% per annum.

Where do they give apartments?

You can purchase an apartment with the help of a social mortgage not in any building, but only in housing specially built for this purpose. Modern and attractive housing complexes are now being built. The largest is the Salavat Kupere residential complex, which is still under construction today.

All program participants are on a waiting list for apartments under construction. As soon as the apartment building is completed, citizens are given the opportunity to obtain a mortgage. In this case, each participant is assigned a rating, which depends on the waiting period and the amount of payments made by him. The higher these indicators, the higher the rating.

The distribution of apartments occurs subject to the following steps:

  • information on the availability of vacant properties is posted on the official website of the housing stock;
  • the participant submits a purchase application;
  • priority is given to the person whose rating is higher than that of the others.

In any case, all information on potential housing must be requested from the State Housing Fund of the Republic of Tatarstan.

Documentation

Participants in the social mortgage program in Kazan who are eligible to receive housing on preferential terms will be required to provide the following set of documents:

  1. Identity documents for each family member.

Surety

In order to provide a sufficiently large amount to the mortgage recipient, the bank may require a guarantee. The following requirements are put forward to guarantors:

  • age over 25 years;
  • having a permanent job;
  • the existence of family ties with the borrower is welcome;
  • availability of property.

Pledge

It is issued for property rights under an equity participation agreement or for the property being purchased.

An initial fee

The contribution amount varies from 20%. The higher it is, the lower the rate provided. Only with a 70% contribution will the minimum rate be 5.5%. It is very problematic for socially vulnerable families to accumulate such an amount of initial contribution. But the loan is provided only upon payment of the installment.

Interest rate

Its amount depends on the down payment, the age of the borrower and the loan term: from 5.5% to 11.5%. Moreover, its size can increase noticeably if you refuse insurance up to 10.5% and if you do not provide information about earnings up to 9.0%.

Loan terms

The minimum period is 1 year, the maximum is 30 years.

Documents for registration

To apply for any loan you need a certain set of documents:

  • application form for a mortgage;
  • passport;
  • military ID, if available;
  • employment history;
  • personal income tax certificate 2;
  • a document confirming social vulnerability: for a large family - birth certificates of children, for a young family - a marriage certificate and passport, for public sector employees - a certificate of request from the place of work.

The last document distinguishes this list from the list of documentation that is provided for ordinary mortgages, since the presidential one is issued only to socially vulnerable groups.

To provide the opportunity to purchase your own home, the state has developed a mortgage lending program at minimum interest rates. To obtain it on more favorable terms, it is necessary to consider all additional requirements of the bank. The advantage of a presidential mortgage is its low rate.

In this offer, unless the context requires otherwise, the following terms have the following meanings: “Offer” - an offer from the Fund addressed to a Citizen to conclude an offer agreement with him on participation in the selection of residential premises for the purpose of concluding a rental agreement for residential premises (hereinafter referred to as the “Offer Agreement ") on existing conditions contained in the Offer Agreement, including all its annexes. “Acceptance” is the full and unconditional acceptance by the Citizen of the terms of the Offer Agreement. “Citizen” is an individual who has entered into an Offer Agreement with the Fund within the category. “Category” - assignment of a Citizen to quota category 6.19 “Rent at the option of individuals”; “Quota” is a limit established for each category in the context of organizations and enterprises. “Free market” - residential premises sold for quota category 6.19 “Rent by choice by individuals.” “Selection of residential premises” (“Selection”) is a procedure carried out by the Foundation that allows a Citizen, on the basis of an “Application”, to select a “Residential Premises”. “Application” is the procedure for “Selection” by a Citizen of “Residential Premises” on the Foundation’s website. “Residential premises” - residential premises chosen by the Citizen and approved by the Foundation as a result of the “Summary of the selection”. “Summing up the results of the choice” - approval by the Foundation of the results of the choice of residential premises by the Citizen. “Residential rental agreement” is an agreement according to which the Fund provides the Citizen and his family members for a fee with the right to temporary possession and use of “Residential premises” in accordance with the period established by the agreement. “Deposit” - funds that a Citizen must deposit to the Fund’s current account in order to confirm his participation in the selection of residential premises and the intention to enter into a rental agreement for residential premises, the amount of which must be at least the monthly payment for living in the selected residential premises and is indicated in the personal in the Citizen’s office on the Foundation’s website when placing an application to select residential premises. “Accommodation fee” - funds deposited by the Citizen to the Fund’s current account in the form of an advance payment for the first month of residence in the selected residential premises, the amount of which is indicated in the Citizen’s personal account on the Fund’s website when placing an application for choosing a residential premises. “Foundation website” - www.kooperativrt.ru. “Unique code number” is the registration file number assigned by the Foundation to a Citizen after completing registration procedures on the Foundation’s website and accreditation. “Step” is an increase by the Citizen in the amount of payment for accommodation in order to conclude a rental agreement with him for the desired residential premises. The minimum “step” is 3% of the amount of payment for accommodation indicated in the citizen’s personal account on the Foundation’s website when placing an application for choosing residential premises. 2. Subject of the agreement 2.1. The Fund provides the Citizen with the right to choose residential premises on its website on a competitive basis by increasing the fee for the use of residential premises, taking into account the minimum step, and the Citizen makes a deposit, payment for accommodation in the amount determined by the Citizen himself, taking into account the minimum step, but not less than the size, indicated in the personal account when choosing residential premises, selects residential premises by placing an application, based on the results of the selection and after approval of the results of the selection, enters into a rental agreement for residential premises. 2.3. After the Citizen concludes a residential rental agreement with the Fund, the funds paid under this Offer Agreement as a deposit and payment for accommodation are counted as a deposit and payment for accommodation in accordance with clause 4.1. and 5.1. residential rental agreements. 2.4. Within 3 (three) calendar days from the date of conclusion of the residential rental agreement, the citizen is obliged to conclude an agreement with the operating organization for the provision of housing and communal services and make timely payments for it. 3. Rights and obligations of the parties 3.1. The Foundation is obliged: 3.1.1. Provide the Citizen with the right to choose residential premises on a competitive basis in accordance with the established quota category, if there are quotas for the Citizen category and residential premises on the free market. 3.1.2. Summarize the results of the choice daily when the Citizen fulfills clause 3.2.2 of this Offer Agreement and accepts its terms. When summing up the results, the winner is the Citizen who has paid the maximum amount of the deposit and payment for accommodation, but not less than the amount indicated in his personal account when choosing a residential premises. 3.1.3. When summing up the results of the choice and subject to the receipt of a deposit and payment for accommodation in the Fund's current account, conclude a rental agreement with the Citizen for the selected residential premises. 3.2. A citizen is obliged to: 3.2.1. Place an application for choosing residential premises on the Foundation’s website. 3.2.2. Payment for accommodation in residential premises under a residential rental agreement is determined as 1/3 of the paid amount in accordance with clause 3.2.2. 3.2.4. Conclude a rental agreement with the Fund for residential premises within 3 (three) working days from the date of summing up the selection results, provided that the deposit and payment for accommodation are received in the Fund's account. 3.2.5. Replenish the amount of the deposit and accommodation fees in the amount equal to the amount deposit and payment for accommodation, converted into the property of the Fund in accordance with clause 3.3.2. before the date of conclusion of the residential lease agreement. 3.3. The Foundation has the right: 3.3.1. Cancel the results of the selection in the event of failure by the Citizen to fulfill any obligation provided for in this Agreement. 3.3.2. If the Citizen fails to comply with clause 3.2.4 of this Agreement, the Fund has the right to transfer to its property a part of the deposit amount corresponding to the amount of payment for accommodation of the selected residential premises for each day from the moment of summing up the selection until the moment the Citizen fulfills the obligation provided for in clause 3.2. 4 of this Agreement. If a case occurs when the amount of the deposit is completely converted into the property of the Fund, the Fund has the right to convert into its ownership a part of the payment for accommodation, corresponding to the amount of payment for accommodation of the selected residential premises for each day from the moment of summing up the selection, taking into account clause 3.2.2. actual agreement. 3.3.3. In the event that the Fund takes over the deposit and payment for accommodation in full before the Citizen fulfills the obligation provided for in clause 3.2.4 of this Agreement and does not make up these payments in accordance with clause 3.2.4 of this Agreement, the Fund has the right to cancel the choice of residential premises and refuse A citizen entering into a residential lease agreement. 3.4. A citizen has the right: 3.4.1. Select residential premises in accordance with the established category of Citizen and within quotas. 3.4.2. If the conditions of clause 3.3.1 occur. and clause 3.3.3. select another residential premises and conclude a rental agreement for residential premises in the manner prescribed by this Agreement. 3.4.3. Refuse to choose residential premises, conclude a rental agreement for residential premises and receive a refund of the deposit and payment for accommodation, minus the amounts converted into the property of the Fund in accordance with clause 3.3.2 of this Agreement. 3.5. A citizen does not have the right to demand from the Fund payment of interest on the amount of the deposit and payment for accommodation, or part thereof, to be returned, if the conditions of clause 3.4.3 of this Agreement occur. 4. Final provisions 4.1. The social mortgage of Tatarstan provides for two options for participation, as well as the condition for providing a loan from the regional budget.

Preferential housing can be obtained by young and socially vulnerable families who, in accordance with the established procedure, are recognized as needing improvement living conditions and do not have their own real estate. The distribution of housing in this case occurs on the basis of a waiting list.

Employees of various budgetary institutions and law enforcement agencies that have worked in the republic for a certain time and do not have their own residential square meters. The distribution of housing in this situation occurs on the basis of a competition.

Features of mortgage payment

The social mortgage under the President of the Republic of Tajikistan has some differences from other projects, since citizens are offered a special payment mechanism.

First of all, it is necessary to note that all issues of cost and repayment of loan obligations are handled by a specially created entity NO “GZhF under the President of the Republic of Tatarstan”.

According to the explanations given officials to this organization, the down payment and subsequent payments are made depending on the price per square meter, as well as the term for which the mortgage is issued.

The cost of residential square meters in the republic may vary depending on the locality where a low-income family lives or state employees work. At the same time, the approach to each client of this program is individual.

NO "GZhF under the President of the Republic of Tajikistan" provides grace periods for interest payments (no more than 6 months). They can be used throughout the entire loan term.

You need to remember that a mortgage loan in the Republic of Tatarstan is provided for a period not exceeding 28.5 years.

Help with the birth of children

The social mortgage developed by the State Housing Fund provides for the use social assistance at the birth of children to pay the down payment for the apartment, interest, and other obligatory payments.

In 2019, in the republic, upon the birth of children in young families, payments will be made provided for by the all-Russian program to support young mothers and fathers ( maternal capital), as well as a regional project.

Provides for the following presidential and municipal payments:

  • 30% financial compensation to pay for housing and communal services (for example, they are also provided to low-income people);

Low-income citizens are considered to be those living together whose total combined income is equal to the subsistence minimum or exceeds it by 30-50% (depending on the number of family members).

Work experience of at least 10 years

Preferential conditions for social mortgages in Tatarstan provide for employees of various budget organizations, low-income families, and young families a mandatory requirement, which is that a person must work in the territory of the republic for 10 years (this was mentioned above).

But most citizens who decide to use the program are interested in the question of how this period is calculated.

The calculation mechanism is as follows. The person provides his work book or another document confirming his experience at enterprises and budgetary organizations of Tatarstan. If an applicant left the republic for some time and then returned, the length of service will be counted only according to his work in the republic.

For example, a citizen’s total experience is 20 years, of which 10 years at enterprises and budgetary organizations of Tatarstan. It falls under the social mortgage program.

Who can get a housing loan in the Republic of Tajikistan
