Everyone- This microcosm, unique in its manifestation, but a free person, possessing a psychological culture, ready to take responsibility for his behavior and actions, can be considered one who is able to build his relationships with other people on the basis of universal human values.

On December 3, Russia celebrates World Day of Persons with Disabilities. The most vulnerable among people are children, especially disabled children.

every year it acquires increasing medical, socio-economic, moral and spiritual significance. The disability indicator can be considered a concentrated reflection of the level and quality of health of the younger generation. It most clearly illustrates a sharp decline functional capabilities of the body of children and adolescents, reactions of adaptation and protection.

Currently in Russia there are about 80 thousand disabled children, what is 2% child and adolescent populations. According to data conducted scientific research, in the coming decades Russia expects increase number of disabled children. That is why in the message of the President of the Russian Federation D.A. Medvedev to the Federal Assembly of November 30, 2010. A special place is given to the problem of assistance and rehabilitation of disabled children.

The main problem of a child with disabilities is his connections with the world, in limited mobility, poor contacts with peers and adults, limited communication with nature, access to cultural values, and sometimes even to basic education.

In that academic year our good neighbors turned out to be children from the Petrovsky branch of the State Institution OK DYuSASH "RiF" (children's youth sports and adaptive school "Rehabilitation and Physical Education", founded on April 15, 2003 by the Ministry of Social Development and Medicine.

Relevance of the topic

The beauty of the modern world lies in its diversity and versatility. Not everyone can understand and accept this. Definitely now significant task society became the unification of various individuals into a common humanity that understands each other. In order to unite all together, we need to show respect for things, cultures, customs, traditions that are alien to ourselves, we must learn to listen to the opinions of others and admit our mistakes.

All this is a manifestation of tolerance. The problem of tolerance can be classified as an educational problem. The problem of communication culture is one of the most acute in school, and in society as a whole. Understanding perfectly well that we are all different and that we must perceive another person as he is, we do not always behave correctly and adequately. It is important to be tolerant of each other, which is very difficult.

IN last years Numerous scientific works have been published on the rehabilitation of disabled children (Dobrovolskaya T.A., 1991, Barashnev Yu.I., 1995, Bogoyavlenskaya N.M., 1992, Bondarenko E.S., 1995). This school year, our good neighbors turned out to be children from the Petrovsky branch of the State Institution OK DYUSASH "RiF" (children's youth sports and adaptive school "Rehabilitation and Physical Education", founded on April 15, 2003 by the Ministry of Social Development and Medicine.

Having met these guys, we decided to create our own social project that will help solve the problems that most concern disabled children.

Today the state does not ignore the problem of childhood and adolescent disability. A number of legislative and government acts are adopted Russian Federation aimed at protecting the rights and supporting children and adolescents with disabilities. Medical and social care for this category of children and adolescents is being improved, which required the introduction of new medical indications for establishing disability in children and adolescents (1991), changes in state statistics of child and adolescent disability, based on a three-dimensional assessment of health status and taking into account health disorders, disabilities and social insufficiency of a disabled child (1996).

According to the UN, there are approximately 450 million people in the world with mental and physical disabilities.

Data from the World Health Organization (WHO) indicate that the number of such people in the world reaches 13% (3% of children are born with intellectual disabilities and 10% of children with other mental and physical disabilities) in total there are about 200 million children with disabilities in the world.

Moreover, in our country, as well as throughout the world, there is a tendency

increase in the number of disabled children. In Russia, the incidence of childhood disability over

has doubled in the last decade.

Disability in children means a significant limitation

life activity, it contributes to social maladjustment, which

caused by developmental disorders, difficulties in self-care, communication, training, and mastering professional skills in the future. Development by disabled children social experience, their inclusion in the existing system of social relations requires certain additional measures, means and efforts from society (this may be special programs, special centers

rehabilitation, special educational establishments etc.).

The Petrovsky branch of the children's youth sports adaptive school "RiF" has existed since 2003. Since September 2010, the department has been located on the territory of Municipal Educational Institution – Secondary School No. 7 and has 47 people. Disabled people from the age of 4 can attend school, mainly with diseases of the musculoskeletal system (MSD) and a diagnosis of cerebral palsy, as well as the hearing impaired, the visually impaired and people with intellectual disabilities.

The school lives a busy life: competitions, shows, competitions, holidays replace each other, enriching leisure time. People with disabilities can improve their health by doing exercise equipment, swimming, and athletics.

Among the pupils of this school there are stars:

Barsky Alexander - 1st place – poetry reading;

Pushkareva Tatyana – 3rd place – poetry reading;

Kuznetsov Ivan – 1st place – pull-up on the crossbar;

Rudykh Vladimir – completed the CMS on athletics at the Russian Championship; graduated from SGSEU with honors, works as an economist at the AZCh plant;

Kulikov Dmitry – 1st place in cross-country skiing;

Churdin Ilya – 1st place in table tennis competitions, student of the Faculty of Philosophy of the SSTU.

The pupils of the RiF school were able to achieve high results thanks to a well-coordinated team of people who are not indifferent to the fate of children, led by director Vladimir Ilyich Gutarov. In connection with the move to the school building, the problem of transporting children to the place of classes has worsened. The passenger transport stop is located near the school, but for many children the routes do not coincide with their place of residence, so transport is needed to transport children to school.

The department has no office equipment at all: a computer, printer, fax and scanner. It is also necessary to update exercise equipment and sports equipment.

Expected results

Having learned about the existing problems, we, as good neighbors, decided to help the RiF school. Having created an initiative group, we developed an action plan to help resolve the current situation.

Stages of work:

We turned to the administration of our school to provide the opportunity for the children of the RiF society to use a computer class, Internet resources and gym with exercise equipment, sports equipment for sporting events and training.

Our capabilities are not enough to solve the transport problem. Therefore, we want to turn to the deputies of the city assembly for help and petition to provide the RiF school with a bus. We invite participants in the social projects competition to put their signatures under the appeal to deputies.

In May we will sum up the results of our project. We hope that our joint activities will find a response in the hearts of adults, and that children with disabilities will successfully adapt to society and become full citizens.

It is well known that the strongest means of rehabilitation of people with disabilities and their integration into society, along with sports, is culture.

The “Road to the World of Equal Opportunities” project is a large-scale cultural and rehabilitation event designed to expand the usual boundaries and give people with health problems a chance to unite and show their talents, regardless of physical limitations.

Looking at the success of our Paralympians in sports and remembering our meetings with creative people, we realized that this is not entirely fair. There are a lot of people with disabilities talented people who cannot express themselves in sports, so a certain space is needed, like the Paralympics, only in art and creativity. Therefore, the idea arose to create a project aimed at developing the creative abilities of people with disabilities “The Road to the World of Equal Opportunities.” The project will help find talented people in different areas, provide them with assistance, and help support organizations to prove themselves more. The project includes several creative nominations: vocals, literature, directing, wheelchair dancing, arts and crafts, etc. There will also be health-improving events. Without support, it is very difficult to develop such a huge project, which has already acquired international status.

Young people aged 14 to 30 years with disabilities (with problems of the musculoskeletal system, vision, hearing, mild mental disorders), volunteers; families of disabled people who have limited opportunities and find themselves in difficult life situation. Total: 200 people

Further prospects for the implementation of the socially significant program (project) “The Road to the World of Equal Opportunities”:

At the end of the project, an analysis of its results was carried out, and young disabled people were offered additional new social services on the basis of municipal and regional institutions. Our organization has already established itself in the areas of youth policy, social protection and the development of civil initiatives positively and, working effectively with qualified specialists and administrative bodies, has attracted many partners, including foreign ones, to cooperate, which has increased the intellectual and material resources of the organization. All this made it possible to expand the scope of services for young disabled people and families with disabled children who find themselves in difficult life situations, to attract more of them to participate in the life of society and improve the quality of life.

Thanks to receiving funding (subsidies), the scope of the project was expanded. Thus, the work of a specialized patronage service to provide information services and support services for people with disabilities, including on-site services during social and cultural events, was continued; to fill the Internet portal with information materials from the disabled themselves about the progress of the project, information about the possibilities of rehabilitation and social adaptation of disabled people, their families and volunteers.

The sustainability of the project was achieved thanks to information support from the regional administration; city ​​of Tambov in terms of reducing payments for renting premises used for rehabilitation and obtaining information by young disabled people, as well as strengthening the already created material and technical base.

Families raising disabled people, including those with severe health limitations; disabled orphans; young people whose disability group has been removed; and those in correctional training received moral, spiritual, physical, financial and social support, and the opportunity to improve their health.

The implementation of the project helped to activate personal potential, develop independence, and self-determination of a person in a situation of disability; reducing socio-psychological barriers, alienation, and closedness of families with disabled people.

The project goal was achieved by identifying talented people with disabilities, promoting the development of their creative abilities, enhancing the activities of state and public organizations that provide assistance to people with disabilities.

Results achieved:

stimulating the development of creativity of persons with disabilities as a means of their rehabilitation and social adaptation;

creating prerequisites and improving conditions for the self-realization of people with disabilities, prospects for their personal growth and integration into the common cultural and creative space;

involvement of a wide range of people with health problems in the cultural life of society;

development and popularization in society of the concept of a barrier-free environment and equal opportunities;

intensifying the activities of organizations providing assistance to people with disabilities;

education of a personality focused on spiritual and moral values;

increasing the number of active participants in volunteer and charitable activities in the region;

an attempt to create mass awareness of the fact that limited health should not hinder the realization of an individual’s abilities and talents.

The main target groups to which the socially significant program (project) “The Road to a World of Equal Opportunities” was aimed, the number of representatives of these groups covered by program activities: young people aged 14 to 30 years with disabilities (with problems with the musculoskeletal system, vision, hearing, mild mental disorders), volunteers; families of disabled people with limited opportunities, people in difficult life situations.Total: 232 disabled people and members of their families, 25 volunteers.

One of the goals of the project was to achieve understanding and acceptance of the concept of equality of all people, regardless of their personal characteristics. It was important for us that volunteers (students, schoolchildren, working youth) learned to live next to people who have different needs from them, to accept and understand them. On May 3, 2013, the President of Russia signed a law ratifying the Convention on the Rights of Persons with Disabilities.

The Convention on the Rights of Persons with Disabilities marks a shift in the way people with disabilities are treated.

But, unfortunately, during the implementation of the program (project) “The Road to the World of Equal Opportunities,” the real road to the world of healthy people turned out to be not easy. The council of the organization TRO LLC “Association of Young Disabled Persons of Russia “Ramp”” encountered difficulties in implementing some areas of the project in the region.

In the second half of 2013, in connection with the Winter Olympic Games in Russia, the main focus was on the development and popularization of sports. The victories of the project participants were also aimed at popularizing sports for people with disabilities, but our achievements turned out to be unclaimed and unnoticed.

Demonstration of achieved results for the youth of the Tambov region is possible only at such a large-scale event as the Governor’s Youth Carnival. The project participants traditionally prepared for a festive concert, where all the youth of the region would be able to see the real work of the regional administration in supporting rehabilitation programs for people with disabilities, developing their creative abilities, and intended to hold a charity event in the foyer “ White flower». It was an unpleasant surprise to learn that those who received high internationally rated concert performances of disabled people are "unformatted" for the organizers of the youth Governor's carnival.

Only federal youth projects were featured at the carnival. Passion for federal youth projects should not limit the opportunity for disabled and talented youth from the region to participate in demonstrating their talents and local projects.

For 13 years, “Ramp” has been trying to convey to society the awareness of the fact that disabilities should not hinder the realization of an individual’s abilities and talents, that disability is not a reason for rejecting a person, that he is the same person as everyone else, and should have equal rights and opportunities.

But we are faced with the fact that, after all, the “Road to the World of Equal Opportunities” is limited by the conditions environment and the “traditional” attitude on the part of society, which still cannot treat people with disabilities, especially those in wheelchairs, without fear and condescension. And the above facts prevent the full and complete participation of people with disabilities in the life of society. Our proposals to Mr. S.Yu. Belokonev, the head of the Federal Agency for Youth Affairs, was not supported to intensify the federal youth policy in terms of developing initiatives of young disabled people.

I wanted a person with a disability to be recognized as having the rights to everything that is available to people without disabilities, and for him to be able to exercise his rights in practice and without special effort, and not just in words. This is what the Convention on the Rights of Persons with Disabilities is aimed at.

Everland was created on an interest-free loan of 4.5 million rubles from impact investor Boris Zhilin. In less than 2 years, the founders of the project invested another 5 million rubles from their own funds. Today the project is earning money, and the entrepreneurial part is paying off. Support for people with disabilities is needed both by those who are trying to restore weak people’s faith in their own strengths, and by those who are trying to help the weak (children, including disabled children, frail disabled people; lonely elderly people), believing that all help is always good. However, the “Siberians” believe that assistance must be provided by carefully studying the scope of a person’s internal capabilities and the degree to which these capabilities are realized in society. Self-testing to determine (in numbers) the ratio of these two indicators allows us to develop individual plan optimizing quality of life. Allows you to assist a person in developing his internal capabilities to maximum limit capabilities of his body, without giving rise to dependency. Self-rehabilitation is useful, first of all, for the person himself.

Formation programs overcoming the social crisis by pensioners and disabled people was started by a group of active disabled people of Siberia on the initiative of the chief physician of the Omsk prosthetic and orthopedic enterprise V.A. Ishala, (father of a disabled child) in November 1972 in the occupational therapy room of the complex and primary prosthetics hospital of this enterprise (occupational therapy instructor - L.I. Cheremnykh. She became the head of the authors of anti-crisis programs).

It was V.A. Ishal wrote amazing lines that became for the authors of the above-mentioned programs the concept of all their further scientific and practical activities:

For 10 years of work L.I. More than 12,500 disabled people passed through the occupational therapy office at Cheremnykh. Of these, only 1,196 people were able to overcome a terrible misfortune and find their place in life thanks to the unique experience of self-rehabilitation.

Disabled people find themselves in a crisis situation (which is where almost everyone is now) from the first day of disability. For 10 years of work L.I. Cheremnykh, an occupational therapy instructor, passed through the occupational therapy office over 12,500 disabled people. Of these, only 1,196 people were able to overcome a terrible misfortune and find their place in life thanks to the unique experience of self-rehabilitation. Then, back in the city of Omsk, an attempt was made to apply the experience of these disabled people to representatives of other groups of socially disadvantaged people from among those who do not have physical disabilities.

The parable about two frogs caught in a jar of milk comes to mind. And when another 299 pensioners tried to carry out this unique experiment on themselves, it turned out that positive results were achieved only when there was still enough “milk” in the “containers” good quality– friendly relationships between people around a pensioner or disabled person in conditions of mutual attraction and trust.

In 1982 L.I. Cheremnykh, for family reasons, moved to live in Kemerovo, without stopping work on anti-crisis programs.

Having studied the self-rehabilitation experience of these 1196 “frogs” and 299 pensioners, the authors programs (286 people) separated the particular from the general. And with the help of scientists and specialists from Siberia (more than 60 people) tried to put the results of this experiment on themselves on a scientific basis.

Having published these results in collections of scientific papers of the Kemerovo State Medical Academy and Kemerovo State University, authors programs received a sufficient number of positive reviews.

We - “Siberians”! That’s what one of the scientific leaders of our unusual team called us - A.I. Shundulidi – Doctor of Technical Sciences , Professor KuzGTU (at that time deputy head of the Kemerovo regional administration), thanks to which a group of Kemerovo residents (L.I. Cheremnykh - teacher, disabled child 1st grade, A.P. Sluzhaeva - doctor, V.V. Nifantova - candidate of medical sciences) In November 1995, I managed to take part in the conference of the Siberian Ecological Fund in Novosibirsk.

It was there that it was formed "Methodological Center for Support of Disabled People"(director V.V. Nifantova), whose activities allow us today to talk about the scientific basis programs for pensioners and disabled people to overcome the social crisis in the formation of SOCIETY for ALL and for everyone - Civil Society.

We continued our work, having received over the years a fairly large number of positive reviews from scientists and a review from the Organization and Quality Control Department medical care together with specialists from the Russian scientific center rehabilitation and physiotherapy of the Russian Ministry of Health (in June 1997).

Continuing to study the experience of self-rehabilitation worthy of imitation, “Siberians” discovered a unique example of a resident of the city of Kemerovo - an amazing grandmother who gave all her strength and all her love to her sick grandson.

The grandmother not only had to teach her grandson to crawl, crawling next to him (still the same role model). She had to teach him to sit and stand. To teach him how to walk, she took him to the soft sands so that he would not hurt his knees. It took her even more work to teach him to speak, think, and remember. Their professional experience is a national treasure, which is now (literally and figuratively)goes "to nowhere". Their wisdom and life experience, which both young disabled people and young healthy people need, are currently practically not in demand.

Thus, pensioners who have extended their active age, and disabled people who have overcome adversity, can help young and healthy people learn how to overcome a social crisis, understanding that the troubles of disabled people can befall anyone, and old age inevitably awaits everyone.
