Secondary specialized education for people with disabilities. For persons with disabilities, disabled people

About 1.2 million Muscovites are people with disabilities health. On the International Day of Persons with Disabilities, we tell you where to go to study, where to look for work and what other types of help exist in the city.

Disability is a complex concept that has medical, social and legal aspects. It can be congenital or acquired - due to severe injury or an accident, temporary or permanent. According to one definition, a disabled person is a person whose capabilities are limited due to physical, sensory, mental or mental impairment.

Currently, about 1.2 million people with disabilities live in Moscow. Total There are 878,774 people with disabilities registered at the dispensary, of which 852,690 are of working age, and 26,084 are children.

Often, disability becomes a barrier between a person and society. We are talking not only about a physical obstacle; psychological, economic and other obstacles are no less terrible. A person’s social circle becomes narrower, his ability to study, work, travel—everything that is available to other people—becomes smaller.

Moreover, each of us has abilities or talents that often do not depend on our physical abilities. To develop them, you only need suitable conditions.

Thus, disability is a problem not only for the person himself, but also forsociety. In 2012, Russia ratified the Convention on the Rights of Persons with Disabilities and is taking measures to implement it. Its main purpose is to promote, protect and ensure the full and equal enjoyment by all persons with disabilities of all human rights and fundamental freedoms, and to promote respect for their inherent dignity.

Within the framework of the state program " Social support residents of the city of Moscow for 2012-2018" in the capital there is a subprogram "Social integration of people with disabilities and the creation of a barrier-free environment for people with disabilities and others low mobility groups population."

The right to work and the championship of professional skills

Despite their limited health capabilities, many are able and willing to work. Helps with this. Over 10 months of this year, more than 2,200 Muscovites with disabilities came here, more than half of them got jobs. They also receive career guidance classes, training courses, consultations with psychologists and lectures where they can learn how to open their own business.

In November, the employment service's job bank had about 900 offers for people with disabilities. The average salary for blue-collar professions is almost 30 thousand rubles, for employees - about 40 thousand rubles.

Department of Labor and social protection of the population of the city of Moscow not only monitors the employment of disabled people, but also controls the enterprises that provide the corresponding jobs.

II National Competition Championship professional excellence among people with disabilities, Abilympics, held in Moscow on November 18-19, allows us to evaluate the high competence and hard work of the participants. This is a kind of labor Olympiad organized within the framework of international competitions Abilympics, which have been held in many countries around the world since 1972. By showing what heights of skill can be achieved, disabled people set an example for others and inspire genuine respect. The list of professions alone is worth it - from wood carving, cooking and hairdressing to floristry, jewelry making, art, landscape and computer design.

This year the championship was attended by more than five thousand people, about 500 people from 63 regions of Russia became direct participants. Among the Abilimpix winners are 45 representatives of the Moscow region, including 26 schoolchildren. In addition, a job fair was held at the championship, where about 8,500 proposals were presented. Applicants were helped to compose and place resumes in data banks, and provided advice on working conditions and vocational training.

Festivals, exhibitions and master classes

In November - December, Moscow will host about 300 concerts, master classes, excursions, quests, exhibitions, fairs, creative evenings and other events dedicated to International Day disabled people. The organizers expect that more than 29 thousand disabled people will take part in them, but in fact the number of guests will be several times higher than this figure. Firstly, many will come with accompanying persons. Secondly, most events are open to everyone, since their main goal is to overcome psychological and communication barriers and show the capabilities and talents of special people.

One of the events will be the tenth festival of applied arts for the disabled “I’m just like you!”, which will take place on December 3 at the Expocenter - it will gather more than 1,500 people. After the ceremonial part there will be a festive concert. About 2,500 disabled people were invited to the event.

On June 7, a presentation of universities and colleges teaching students with disabilities and limited health capabilities will be held in Moscow. Faculty representatives spoke about this distance learning Moscow State Psychological and Pedagogical University.

“The presentation program includes: acquaintance with educational programs of universities and colleges, acquaintance with technologies and teaching methods in universities and colleges, discussion of opportunities and features of admission this year.

In addition, you will be able to find out in more detail about universities and colleges: about faculties, about areas of training, about entrance exams, about the work of preparatory courses at Moscow State University of Pedagogical University, about the rules of admission and conditions of study for undergraduate and specialist programs, about benefits for winners and prize-winners of Olympiads, about employment prospects, competitions of past years and everything else that interests you,” says the message published on the faculty’s page.

Everyone is invited to participate in the Open Day for applicants with disabilities. Contacts and a link for pre-registration are posted on the website of the FDO MSUPE.

“It has been our long-standing dream to gather on the basis of one university those universities and colleges that teach students with disabilities,” the dean of the Faculty of Distance Learning at MSUPE told the portal Miloserdie.ru Bronius Aismontas. — On June 7, we have planned an Open Day for children with disabilities and their parents to present educational programs of universities and colleges adapted for the education of young people with disabilities. I want people to know about this more people. We will conduct such events systematically, perhaps once every 2 months.

We are talking about all forms of learning. First of all, about full-time, but a number of universities also have distance programs. They are more acceptable for many people with disabilities. At our university, at our faculty, we are developing distance learning in psychology. There are universities that have such programs in law, economics... There are not many of them, but they exist.

The Ministry of Education and Science of the Russian Federation is now paying great attention ensuring accessible environment and educational opportunities for people with disabilities. Enrollment in universities is now beginning, and, unfortunately, many applicants have little understanding of what educational programs may be available to them.

When disabled people contact us, we also cannot always provide them with full information. Therefore, we decided to start, together with the Public Council of Parents of Disabled Children and Young Disabled People under the Department of Labor and Social Protection of the Population of Moscow, an awareness campaign about educational programs ah for people with disabilities.

Behind last years the number of universities accessible to people with disabilities has increased slightly. According to the Education Law, 10% of budget educational places should be allocated for young people with disabilities. Unfortunately, this indicator is not met. This is partly due to the fact that work with applicants is poorly organized.

We need career guidance work, we need the development of educational programs, psychological support for applicants with disabilities, and preparatory courses. Such a program needs to be developed throughout Russia so that applicants with disabilities know what opportunities they have.

We are waiting for everyone who wants to learn about adapted university programs for young people with disabilities on June 7 at the Moscow State Psychological and Pedagogical University on June 7 at 18:00 at the address: Moscow, st. Sretenka, 29, room 506.”
